Research On The Sustainable Development Of Cultural Tourism Characteristic Towns In Sichuan Province

With the continuous improvement of China’s urbanization rate,urbanization has a significant impact on regional economic development.Since the 18 th National Congress of the Communist Party of China,the government has attached great importance to urban construction.The “13th Five-Year Plan Outline” proposes to vigorously develop characteristic small towns with distinctive resources,location advantages and cultural heritage.The State Council’s “opinions of the CPC Central Committee and the State Council on the implementation of Rural Revitalization Strategy” proposes to build a number of characteristic towns with complete facilities and various functions.Characteristic town is an important measure to solve the imbalance of urban and rural development and promote economic transformation and upgrading.At present,local governments in China are actively declaring and cultivating the construction of characteristic town projects,but there are some problems,such as uneven development level,blind and subjective project selection,and no scientific evaluation index system and evaluation standards.As a result,many characteristic towns have become severely homogenized and over-exploited.Based on the construction boom of characteristic towns in China,this paper intends to solve the problem of sustainable development of characteristic towns.Focusing on the analysis of cultural tourism characteristic towns in Sichuan Province,using comprehensive evaluation as a means,through quantifying the importance of development indicators and comprehensive development levels,targeted cultivation and improvement strategies are proposed.The main research contents of this paper include: First,the concept of characteristic town was combed,and the relevant theories of sustainable development evaluation was introduced.The feasibility of the development of cultural tourism characteristic towns was discussed through literature analysis and domestic and foreign current situation research.The significance and general methods of sustainability evaluation in the process of urban development were briefly described.Then,starting from the policy background of the construction of the characteristic town,the relevant policy context to support the development of the characteristic town was combed,the characteristic town and the cultural tourism characteristic town were defined,and the boundary with similar concepts such as characteristic small town and industrial park was distinguished.Summarized the basic types and current problems faced by the characteristic towns in Sichuan Province,and puted forward the necessity and urgency of carrying out sustainable development assessment on the cultural tourism towns in Sichuan Province.In order to solve the problem of the lack of scientific evaluation index system and evaluation methods for the cultural tourism characteristic towns in Sichuan Province,a classification evaluation index system was established for the cultural tourism characteristic towns in Sichuan Province,and the indexes were screened by the expert Delphi method.The sustainable development of six cultural tourism characteristic towns in Sichuan Province was evaluated by using the evaluation index system of cultural tourism characteristic towns and the entropy weight-grey relation analysis method.Through empirical analysis,it summarized the common problems in the development of cultural tourism characteristic towns in Sichuan Province.The development status of the six towns evaluated was analyzed and explained from the index level and the development level,the weak problems and constraints of the development of each town were clarified,and the later development direction was pointed out.Finally,from the aspect of production demand,it was proposed: “Industry +Tourism/Culture” integrated innovation to enhance the characteristic level of the town;relying on resource endowment to create industrial characteristics;focusing on industrial innovation to enhance economic vitality;supporting talents through policy guidance.From the aspect of living needs,it was proposed: promoting infrastructure construction,improving the functions of livable and travelable;improving the transportation network and accelerate regional circulation;rationally allocating the scale and quality of services;and orderly investing in infrastructure.From the aspect of ecological demand,it was proposed: coordinating the industrial development mode,emphasizing the sustainable development of cultural tourism;optimizing the allocation of resources,taking into account the ecological layout;paying equal attention to the internal and external circulation,and coordinating the overall sustainable development;avoiding large-scale demolition and construction,and the whole people participating in sustainable renewal.From the aspect of cultural tourism characteristics,it was proposed:emphasizing cultural attraction and output,enhancing public influence;making good use of new marketing means to increase popularity;creating unique cultural IP and other follow-up development strategies;coordinating development of material culture and intangible cultural heritage.
