A Project Report On The C-E Translation Of Chapters 3 And 5 Of A Selective Collection Of The Rules Of The People’s Government Of Jiangsu Province(2018)

With the Belt and Road Initiative officially put forward by the State in 2015,legislative text translation,an indispensable part of foreign-related legal work,has further attracted the attention from academic circles.As the economic pioneer of the eastern China,Jiangsu Province has embarked on organizing the translation of local rules and regulations since2005,so as to solve problems better according to specific local conditions.Rules and regulations on many segments of life are stipulated in A Selective Collection of the Rules of the People’s Government of Jiangsu Province(2018),concerning construction projects,meteorology,ferry,the Yangtze River,state-owned land in the administrative areas of Jiangsu Province.This report takes Chapter Three(Detailed Rules of Jiangsu Province for the Implementation of the Maintenance and Management of Civil Air Defense Works)and Chapter Five(Measures of Jiangsu Province for the Administration of Survey and Design of Construction Projects)of the book as the study objects,which are the author’s translation tasks,and further dissects difficulties in translating legislative texts involving construction industry from aspects of lexicon,syntax and discourse.Regarding lexical level,translation difficulties mainly exist in legal terms,engineering terms and four-character phrases;as for syntactic level,translation difficulties basically rest with “De(的)” constructions,nonsubject constructions and long and complicated sentences;as to textual level,problems lie in how to get the appropriate “theme” to be textually cohesive and coherent.In view of three aspects of translation difficulties mentioned above,this project report adopts the Skopos Theory as the guidance,and argues that literal translation,free translation,changing the part of speech and extracting keywords can solve the problems at lexical level on the back of parallel texts and professional dictionaries.Meanwhile,it is feasible to adopt adverbial clauses,attributive clauses,passive voice,amplification,omission and the “three-step strategy” to solve the problems in the aspect of syntax.Reconstruction and conjunction are available to tackle the problems at textual level.This report elaborates translation difficulties of legislative texts in construction industry,and proposes corresponding translation strategies.It is expected to provide some reference for the future translation practice of local rules and regulations in the construction field.
