In August 2021,General Secretary Xi Jinping visited the Summer Resort in Chengde,Hebei Province,and pointed out that the fine traditional Culture of the Chinese nation should be well protected,inherited and utilized,and its rich connotation should be explored so as to strengthen cultural confidence and condense the national spirit.This fully reflects the country’s strong confidence in the protection of excellent traditional culture,but also points out the importance of excellent traditional culture and relevant work requirements as always.If we compare The culture of the Chinese nation to the trunk of a tree,then the cultures of each ethnic group are the branches and leaves of a big tree in the sky.Only when the branches and leaves are lush and lush can the roots remain strong and stable forever.Facts have proved that Tibet’s intangible cultural heritage is an important component of fine traditional culture and an important part of the splendid Chinese culture.It is self-evident that Tibet’s intangible cultural heritage plays an important role in promoting cultural prosperity and strengthening cultural confidence.Tibet’s intangible cultural heritage is very rich and precious,especially the traditional dance intangible cultural heritage,which is closely related to People’s Daily life and production.It can be said that it has various manifestations and contains powerful spiritual strength.However,in the background of economic globalization,governance according to law,in the face of diverse culture blend,foreign culture shock,culture industry innovation and development,as well as the inherent characteristics of the traditional culture,the legal protection of intangible cultural heritage highlights some of the problems,such as laws and regulations of macro overview,failed to timely modify and perfect.In particular,traditional dance intangible cultural heritage is also facing some difficulties,such as squeezed development space,aging of inheritors,and low cultural level of inheritors,which have become extremely unfavorable factors restricting and hindering the protection and inheritance of intangible cultural heritage.To eliminate unfavorable factors affecting and restricting development and better protect the intangible cultural heritage of Tibet is not only responsible for the country,the nation and the people,but also responsible for the next generation.Many countries promote and strengthen the protection of indigenous intangible cultural heritage by playing the role of legal guarantee.Inheritors master the knowledge and skills related to intangible cultural heritage and are the main undertaker and core carrier of intangible cultural heritage inheritance.To protect intangible cultural heritage,we must protect the inheritor as the subject of inheritance and bring it into the legal vision.The purpose of this paper is to the intangible cultural heritage from the traditional Tibetan dance inheritance person point of view of the project,analysis the importance and characteristics of heritage and its inheritance person,teasing out the current traditional dance class inheritance people survival present situation and the difficulties and problems faced in the inheritance activities,combined with the actual situation of Tibet,based on the beneficial exploration and legal protection at home and abroad and referring to advanced experience.From the aspects of deepening the legal protection,and puts forward to strengthen the construction of protection team,local rules and regulations,strengthen the education training,strengthen the rule of law publicity and measures and suggestion to optimize the development environment,discusses the Tibetan non-material cultural heritage legal protection practice path,in order to promote the intangible cultural heritage better development and inheritance.
