| Taking the railway documents as the object,starting from the founding of the Republic of China,this paper focuses on the reform of railway institutions in the field of document processing after 1922.The scope of reform covers both the whole country and the local areas.This paper first introduces the basic situation of the railway in the period of the Republic of China,as well as the organization and function of the railway document processing.Based on this background,it analyzes many disadvantages of the railway document,so as to lead to the historical inevitability of the reform of the railway document processing.Then it comes to the core of the article and discusses the content of the reform.First of all,this paper introduces the process of the reform of railway document processing.The beginning of the reform can be said to be from the Ministry of transportation’s promulgation of official document procedures and regulations.The Ministry of transportation realizes that the efficiency of document processing affects the development of transportation.In October 1917,Xu Shiying,the director general of communications,ordered that the first railway document conference be held to gather wisdom and listen to everyone’s opinions on the improvement of the handling method of railway documents.In 1922,the first national railway document conference was held,and the reform of railway document processing began to reach a climax.Encouraged and inspired by the first railway document conference,all railway bureaus have been exploring ways to improve the processing of railway documents since the 1930 s.After analysis and summary,it is found that the reform measures adopted by all railway bureaus have many common points as well as their own characteristics.From the working process of document processing,it is divided into the reform content of document processing and document receiving processing.Finally,taking the representative Jiangnan railway as an example,the paper describes the contents and achievements of Jiangnan railway reform.The last chapter is the achievements and shortcomings of the reform,which is the summary of the previous article.The results of the reform are mainly elaborated through the meeting minutes or the introduction of reform measures and other paper materials that can be inquired.It should also be noted that the reform of railway document processing has some shortcomings in the degree of reform and the effect of reform implementation.The details are as follows:The first chapter includes five parts: the basis of topic selection,research significance,literature review,research methods,innovation difficulties and shortcomings.The second chapter mainly introduces the basic situation of railway document processing in the period of the Republic of China.It includes the basic situation of the national railway in the period of the Republic of China,the organizational structure and functions of the railway institutions in dealing with the railway documents,and the disadvantages of the railway documents before the reform.Through the arrangement and narration of many malpractices,the necessity and urgency of the reform are introduced.The third chapter describes the process of the reform of railway document processing--from the promulgation of the "Interim Measures for the format of official documents of the Ministry of Communications" to the climax of the first national railway document conference,and finally discusses the implementation and development of the proposals in various places.The fourth chapter analyzes the improvement of railway document processing from the aspects of document processing,document receiving processing,and file receiving and storage,combs the achievements of the reform in each link of document processing process,and takes Jiangnan railway document processing reform as an example.The fifth chapter discusses the achievements and shortcomings of the reform of railway document processing in the period of the Republic of China.Through the collection of documents,it is found that at least eight railway bureaus carried out the reform of railway document processing in the period of the Republic of China.Among them,Jinpu railway and Beijing Shanghai Shanghai Hangzhou Ningbo held several document meetings to discuss the Countermeasures for improving railway documents.The reform of railway documents has brought positive changes to these railways,which not only improves the efficiency of document processing,but also promotes business operation.This paper mainly discusses two aspects: the results of the first railway document conference were not well implemented,and the reform of different regions went their own way.China’s archival science with modern disciplinary significance sprouted in the 1920 s and1930s,and the reform of railway document processing rose in the period of the Republic of China.Therefore,the study of railway document processing is a supplement to the study of documents and archives in the period of the Republic of China,and can provide some reference value for the management and preservation of railway documents.
