| The Fifth Plenary Session of the 19 th CPC Central Committee deliberated and adopted the "proposal of the CPC Central Committee on formulating the fourteenth five year plan for national economic and social development and the long-term goals for the year 2035",In October 2020.In the main goal of economic and social development during the "14th five year plan" period,the document pointed out that "the public cultural service system and cultural industry system will be more perfect,and the people’s spiritual and cultural life will be increasingly rich",and the plenary session further emphasized "To improve the degrees of social civilization,enhance the level of public cultural services,and improve the modern cultural industry system." Thus,the main contradiction of Chinese cultural supply has changed from "insufficient supply" to "insufficient quality".Therefore,it’s the government that meet the people’s growing demand for a better life,which it must provide more food with more connotation and promote the development of spiritual civilization,continue to enhance the sense of cultural happiness,enhance the sense of cultural acquisition and cultural happiness,and promote people’s spiritual and cultural life to be richer.The article deeply makes an analysis of the basic situation of the implementation of the public cultural service system in W City,guided by the new public service theory and public product theory,combined with the public cultural service guarantee law and S public cultural service guarantee regulations.It is concluded that the Municipal People’s government has made outstanding achievements in guiding the construction of public cultural service system.The main reason is that the local government has timely introduced various supporting systems and targeted implementation of the central and provincial programmatic systems.Good system execution promotes the rapid development of public cultural service activities and forms a brand.The construction of public cultural facilities is constantly developing and improving.The development path of regional characteristics of public cultural services is gradually clear.However,in the big environment of the spiritual and cultural needs and the local objective reality of social economic development,we can find that there are following problems for the local government still has to be solved in the implementation of the system:Local governments do not invest enough in people and property in the field of public cultural services,the participation of social forces is not enough,the competitiveness of products is not strong,and the system and mechanism are not perfect.These problems are caused by the following reasons: the development ideas of local government managers are not suitable for the implementation of the public cultural service system,the insufficient investment in the field of public cultural services,the low enthusiasm of social forces to participate in public cultural services,the imperfect public cultural service system,and the insufficient innovation of public cultural service products.In view of the above situation and problems,fully combined with the actual development of the region,this paper puts forward some suggestions: the local government should change the management ideas,pay attention to the development of public cultural services;Local governments should increase funding to ensure the construction of public cultural services;Local governments should increase the participation of social forces and enhance the development power of public cultural services;Local governments should improve the system and standardize the development of public cultural services;Local governments should encourage innovation and creation to enhance the competitiveness of public cultural service products.These suggestions can not only bring vitality to the development of public cultural services in the region,but also bring reference and Enlightenment to the construction of urban public cultural services in the western region. |
