The Research On The “Northern Revitalization Plan” Of The Puppet Manchukuo

The "Northern Revitalization Plan" is one of the three major national policies of the puppet Manchukuo.In Japan’s mainland policy,as an important part of the strategy of Northeast Asia,it is worthy of our in-depth study,but based on the existing research results,there is still a lot of research space for the plan.After the September 18 incident,Japan actively "moved northward",aimed at the Soviet Union,and actively prepared for war on the "Manchu-Soviet border." the Zhang Gufeng incident and the Nomenkan incident made Japan realize that it could not fight the Soviet Union with its current preparations alone.In order to prepare for the war against the Soviet Union,on May 11,1939,at the behest of Japan,the puppet Manchukuo put forward the "outline of policies for Border Construction".In order to hide people’s eyes,on May 15,1939,it was renamed "three-year Plan for Revitalization of the North",which was implemented on June 1 of the same year.On the one hand,the "Northern Revitalization Plan" carries out national defense construction centering on the construction of military bases,and on the other hand,it carries out administrative construction to transform the colonial rule of the border areas into a wartime military system.The plan involves two major contents,a total of three major objectives,divided into nine categories,a total of 17 specific items.The Northern Revitalization Plan failed to achieve its goals and was not completed in 1942 as scheduled,but ended with the defeat of the Japanese in World War II in 1943.The "Northern Revitalization Plan" plundered the resources of the "Northern side" under the banner of "revitalizing the people’s livelihood" and used the "Revitalization Plan" as a cover to prepare for war against the Soviet Union.It is a comprehensive plan to prepare for war against the Soviet Union.Together with the "million households Migration Plan" and the "five-year Industrial Development Plan" to serve Japan’s external expansion,it is a manifestation of Japan’s active "northward advance" and the fulcrum of Japan’s Northeast Asia strategy in the North Manchuria region.The "Northern Revitalization Plan" accelerated the process of the wartime system of the puppet Manchukuo,normalized Japan’s preparation for war against the Soviet Union,created conditions for germ warfare experiments,and promoted the process of special exercises of the Kwantung Army,thus speeding up the pace of Japan’s expansion of the war.In addition,the "Northern Revitalization Plan" also hindered the normal economic development of the Northeast,weakened the armed forces of the Northeast Anti-Japanese Allied Forces,and brought merciless harm to the Chinese people.
