Research On The Protection Of Traditional Villages From The Perspective Of Cultural Compensation

Cultural compensation is an important measure to solve the contradiction between traditional villages and their cultural protection and development.In the process of tourism development,relevant stakeholders lose cultural value but fail to make compensation.Therefore,it is urgent to establish a compensation mechanism for traditional village culture protection to compensate and repair the consumed traditional villages and their culture,so as to promote the "trinity" development of traditional village culture inheritance,preservation of tourism characteristics and acceleration of tourism economy.However,due to the constraints of capital,manpower and other practical reasons,cultural compensation policies cannot be implemented simultaneously for all traditional villages.Therefore,it is urgent to solve the problems of "who to supply" and "the scientific nature of compensation measures" in the cultural compensation mechanism of traditional villages.Protection based on this,in the traditional villages and its culture value and the development present situation analysis as the foundation,cultural ecological protection area in national construction as an opportunity,based on the traditional village tourism economy development present situation and practical requirements,refer to the related research results to build decision-making system,the traditional village compensation protection value by using entropy and TOPSIS method,analytic hierarchy process(ahp)combined empowerment,In order to solve the compensation and protection value and priority issues of traditional villages in compensation and protection decision-making,in order to improve the efficiency and benefit of cultural compensation policy in Hunan Province,provide reference for the smooth development of compensation and protection of traditional villages in other regions,broaden the research perspective of traditional villages and their cultural protection.The research conclusions are as follows:(1)the rule layer index weight from high to low in turn is a cultural value,social value and protect the development basic condition,the traditional village social environment,economic value,suggests that the traditional village culture compensation mainly by cultural resources of cultural value and social conditions,the influence of the economic value of traditional village culture compensation value is limited.In the index of the factor evaluation layer,cultural characteristics,popular science education value,scientific research value and resource richness contribute more to the cultural compensation and protection value of traditional villages.The results of the second-level index are highly consistent with the first-level index,reflecting the weak correlation between the cultural compensation protection value of traditional villages and the economic value of traditional villages.(2)The cultural compensation evaluation results of the four traditional villages are seriously polarized,which indicates that the protection value and competitiveness of cultural compensation among the four traditional villages are greatly different.Zhangguying village has a higher priority of cultural compensation,Shanggantang village and Lanxi village are at the middle level,and Huangdu village is at the lowest level.Cultural value characteristics and cultural loss together affect the sequence of objects to be compensated in the cultural compensation mechanism of traditional villages.Traditional villages with prominent cultural value and serious cultural loss have an urgent need for cultural compensation,so cultural compensation should be carried out first.(3)For traditional villages with different development shortfalls,their cultural compensation policies should be "village-specific".Traditional villages with cultural value shortfalls should pay attention to the in-depth development of their own characteristics,and explore tourism resources while maintaining the authenticity and integrity of the villages.Traditional villages with weak economic values should strengthen industrial agglomeration and branding of traditional villages,and pay attention to the research and development of diversified products.Traditional villages with shortcomings in social values should pay attention to expanding their diversified open paths,sorting out village characteristics,clarifying development advantages,and reshaping the network of cultural value inheritance.In order to protect and develop traditional villages with weak basic conditions,the configuration of public service facilities should be perfected and the quality of village living environment should be continuously improved.
