“Operation Pedro Pan” is a child-migrating event that took place in the specific historical background of the Cold War.Because of the particularity of its immigrant groups,it also attracted special attention in the waves of Cuban immigrants in the 1960 s.But in the long run,the flow of Cubans to the United States continued.There were also large numbers of Cubans migrating to the United States in the 1970 s and 1980 s,and those children were just a part of those.Because of the bias of personal memory and the missing of some official documents,the exact source of why the operation took place remain controversial.What is certain,however,is that the conditions which “Operation Pedro Pan” took place was a combination of the push of political change in Cuba and the pull of political intervention by the United States.It would be wrong the to purely attribute to the instigation of the CIA or the Cuba’s communist system.We couldn’t blame only one said.In essence,they are not different from other Cuban immigrants to the United States during the first period and after,they are all personal political choices facing different systems in the background of the Cold War.It’s hard to deny that the U.S.government chose to accept the Pedro Pan children without any humanitarian considerations.But at the same time,the U.S.government realized that they were good propaganda tools and political hostages for its ideological propaganda about anti-communist and anti-Castro.And the U.S.government did have taken concrete measures.Therefore,the United States has an inescapable responsibility for the unfortunate experience of the “Pedro Pan Children”.In the long-term political propaganda and the shaping of collective memory,the individual emotions of “Pedro Pan Children” has been ignored and the personal memory has been denied,which is undoubtedly another spiritual and psychological injury they suffered.
