Tax organization culture is the spiritual value formed and formed by tax cadres and employees,and the work and life style formed together over a long period of time.Tax organization culture originates from taxation work,and finally it is attributed to common values and beliefs.Practice has proved that a good tax organization culture can encourage tax cadres to be more proactive in taxation work,so that the majority of tax staff can maintain a high-spirited spirit,and further enhance the soft power of taxation culture.In 2018,from the perspective of the development of the party and the country,the Party Central Committee deployed and carried out the reform of the national taxation and local tax collection and management system.Faced with the multiple pressures of the new era,new institutions,new environment and institutional function integration,personnel entry and exit,and the division of collection and management functions,How to fully mobilize the resources of all parties and give full play to the role of tax culture requires us to sum up our experience,analyze in depth,adapt to local conditions,and build a tax organization culture that conforms to the new era,new team,and new outlook.This article summarizes and analyzes the research results of the cultural construction of tax organizations at home and abroad.Taking the organizational culture construction of the Dongguan Taxation Bureau as an example,it uses literature analysis,questionnaire surveys,and comparative analysis methods to coordinate and summarize the various units of the Dongguan tax system since the reform of the organization.The emergence of cadre team integration issues,draw lessons from organizational culture theory,corporate culture theory,etc.,make overall plans and build the four pillars of the new tax agency’s"home" cultural brand,and explore how to promote the "quadruple" of the tax cadre team through the construction of organizational culture.This article consists of five parts:The first part is an introduction.It introduces the background and significance of studying tax organization culture,as well as the research situation of tax organization culture at home and abroad,and analyzes research ideas and methods.The second part introduces the concepts of culture,organization culture and tax organization culture and the theoretical basis of this article.The third part describes the development process of the organizational culture of Dongguan’s taxation system,using the "home" cultural brand as the representative of the organizational culture system,analyzes the framework and characteristics of the Dongguan taxation organizational culture system since the organizational reform,and comprehensively analyzes the results of the questionnaire survey.The status quo of Dongguan tax organization culture.The fourth part combines the questionnaire survey data and performance appraisal data to deeply analyze the innovation and effectiveness of the organizational culture of the Dongguan tax system.At the same time,it combines the data and compares the classic cases of the tax organization culture construction of other cities and cities to analyze the needs of the "home" cultural brand in the new era.Existing problems,influencing factors and future directions for improvement.The fifth part puts forward suggestions for optimizing and perfecting the organizational culture of Dongguan’s taxation system.The conclusion of this article is that the optimization of the tax organization culture is of great significance to taxation work in the new era.After several years of exploration,the Dongguan Taxation Bureau has established a relatively complete cultural brand system of"Tax Gathering People in Our Home" and "Home".On the basis of the previous tax culture framework,with the transformation of contradictions,it is necessary to combine the new situation and new needs of taxation work to continuously optimize and improve the "home" cultural brand system for current problems,constantly learn from each other’s weaknesses,innovate,and constantly explore,improve and improve The construction of Dongguan tax culture,optimizes the management path of the cadre team of the Dongguan tax system,and lays the foundation for building a more comprehensive and systematic Dongguan tax culture system that meets the requirements of the new era.The innovation of this article is to cut into the background of the reform of the national taxation and local taxation system,detailed the theory and status quo of the current tax organization
