The proposal of the rural revitalization strategy in 2018 has pushed the resolution of the "three rural" issues to a new height and has become a strategic focus of the party and the state in the new era.Our country has entered a new era of socialism with Chinese characteristics after long-term exploration and efforts.Farmers’ demands for spiritual culture and the pursuit of a better life are becoming higher and higher.Therefore,how to achieve rural development and meet the people’s pursuit of life has become a country facing Important issues must be highly valued and resolved in earnest.In rural revitalization,cultural revitalization plays a very important leading role.It is necessary to accurately grasp the development direction of cultural revitalization and give full play to its correct guiding force.Therefore,we must strengthen the construction of rural culture to promote the smooth implementation of rural revitalization,solve the "three rural" issues,build a new socialist modern countryside,and build a socialist cultural power.This paper takes the implementation of the rural revitalization strategy since the 19 th National Congress of the Communist Party of China as the background and the rural cultural construction function of the township government as the research object,this article mainly uses the literature analysis,the interview law,the interdisciplinary analysis law three research methods.First of all,to clarify the background and significance of this study,sort out,summarize and summarize the research on rural cultural construction and township government functions at home and abroad,this paper defines the Rural Cultural Construction and township government functions and other basic concepts,and public goods theory,the new public service theory of the basic content.Secondly,it analyses the value of rural cultural construction,explains its important role in the implementation of rural revitalization strategy,to meet the spiritual and cultural needs of farmers,the importance of building a harmonious society.Thirdly,according to the requirements of the construction of rural culture,the current orientation of the cultural functions of the township governments is defined,including the functions of planning and design,fund guarantee,cultivation and guidance,supervision and management,and team building,and elaborated the basic characteristic which the township government function displays.Then,it points out the problems existing in the cultural construction function of the township government,and analyzes the causes of these problems in depth,including the influence of the rigid examination index on the government behavior preference,and the restriction function of the power system at the grassroots level,lack of financial support and cadres support,etc..Finally,the paper puts forward corresponding countermeasures and suggestions for the problems existing in the rural cultural construction of the township governments,and requests the township governments to completely change the concept of cultural development,putting forward concrete measures to optimize the functions of planning,design,fund guarantee,cultivation,guidance,supervision and management,and team building carried out by the township governments in the process of rural cultural construction,so that the township government in the process of rural cultural construction better play its role to ensure the implementation of rural revitalization strategy.
