A Study On The Henan Province Zhenwu Association In The Republic Of China(1929-1937)

Henan Province Zhen wu Association is a long-standing official disaster relief organization in Henan.It was established in Kaifeng in 1929 and is a provincial branch of the Central Relief Commission.After the start of the total Anti-Japanese War in 1937,it merged with several other relief organizations to form the Henan Province Zhenji Association.Henan Province Zhen wu Association has set up branches of Zhen wu Association in various cities and counties,and together with other charities,under the guidance of the Central Relief Commission and the Henan Provincial Government,they jointly handle disaster relief activities in Henan.Henan Province Zhen wu Association implements the committee system,with standing committee members to discuss and solve all kinds of matters in the committee,and establishes a complete discussion systemand set up standing committee members to discuss and resolve various issues in the meeting,and establish a complete deliberative system,the organizational structure has been changed several times and gradually improved.The main sources of funding include the national government relief committee funding,provincial government funding and self financing.Relief for the victims is the main activity of Henan Province Zhen wu Association,including relief during and after the disaster.In the aspect of disaster relief,emergency relief,work relief,immigration,reception,education,rehabilitation,epidemic prevention and other disaster relief methods that can directly save the lives of the victims are mainly adopted,to provide relief in clothing,food,housing,transportation and education for the victims.These disaster relief measures have achieved good results,it not only saved a large number of victims from floods and fires,but also stabilized the social order after the disaster in Henan Province.In terms of post disaster relief,Henan Province Zhen wu Association put forward measures to deal with the aftermath of the disaster.In this measure,a series of measures with long-term significance were formulated,such as loans for farming,improving agriculture,building forests,building granaries,building factories and advocating thrift.This not only helps to solve the plight of the victims in Henan,but also makes an important contribution to the development of disaster resistance and prevention in Henan.The disaster relief measures formulated by Henan Province Zhen wu Association have achieved good results.Its series of disaster relief activities have saved a large number of victims’ lives,improved the infrastructure and economic construction of various regions in Henan,and promoted the improvement of disaster resistance and prevention ability in Henan,at the same time,it played a role in stabilizing social order and basically realized the purpose of Henan Province Zhen wu Association at the beginning of its establishment.However,the war,banditry,economic environment and the perfunctoriness of some relief workers limited the relief effect of Henan Province Zhen wu Association.
