The Research On Ethical Issues In Technical Design And Its Governance

Emerging technology brings great benefits to the development of human society,but also bring unprecedented risks and great ethical challenges.This paper analyzes the deep-seated causes of uncertainty risks in the process and application of technical design from the technical source,and points out that the ethics in line with technical design can avoid default configuration.The approach and structure of technical design and ethics fit:first,technical design is an activity of planning creative scheme.Including subject and object.Technical design and technical development have a history of isomorphism,and new features have emerged in emerging technological design.Secondly,the ethical issues of technical design involve multiple perspectives,and its research can be divided into "external approach"and"internal approach","normative technical design ethical approach" and "non normative technical design ethical approach".Thirdly,considering the technical safety risk,bioethical risk,social risk and ecological environment risk of technical design,the principles of "quality safety","rights dignity","equity responsibility" and "ecology environment" are constructed.The performance and causes of ethical issues in technical design:First,the problem performance is mainly delinked from the ethics of risk prevention,and the ethical constraints of stakeholders are removed.Second,investigate the causes of the problems,including the paradox of technical design and human beings,"limited knowledge" and lack of rationality,and the defects of reductive methodologies.It also includes the difficulty of complete participation by non-technical factors,conflicts between the various value responsibilities within the technical design value community,benefit responsibilities and risk asymmetry.Ethical regulations and problem governance of technical design:first,put forward value sensitive design strategy;situational design strategy;antagonistic design strategy of technical design.Build the harmony of human technology and realize the unity of "human technology society".Second,in governance,we should strengthen risk ethics assessment,establish crisis response mechanism,build a multi-agent platform,build a decision-making consultation mechanism,strengthen publicity,education and supervision,and establish systems,laws and regulations.
