At the beginning of the Ming Dynasty,the central government started mangement of Pu’an area,and formulated a series of governance measures for Pu’an,involving political,military,cultural and other aspects.In politically,the imperial administration gradually determined the political structure of Pu’an Prefecture,and tried to implement bureaucratization of native officers,so that its State,Wei-Suo,and camps were separate governance in the same place.In the military,setting up garrisons,and marvelous army was deployed to guard it.In Culturally,vigorously develop culture and education,beginning examinations to select officials.make a breakthrough has been achieved in Pu’an Prefecture.These measures have undoubtedly promoted the social development of Pu’an Prefecture,but there are also many dilemma such as political,economic,and cultural influences that cannot penetrate into ethnic minority areas,and they have laid a lot of hidden dangers for local governance in the beginning.The “Mi Lu’s Rebellion” that erupted in Pu’an Prefecture during the Ming Hongzhi period had a profound social and historical background,and involved a wide range of events and had marvelous impact on the incident.First of all,the inheritance management of Guizhou chieftain has always been a major problem.The imperial administration tried to solve this problem by formulating a series of chieftain inheritance regulations,but the effect was not satisfactory,making Milu,Anmin,Abao and other opportunities available to achieve the purpose of the chieftain of the Pu’an Prefecture and
