The governor system was an important local political system created by the Ming Dynasty by absorbing and drawing on past social governance experience. Its fundamental purpose was to better handle the power relationship between the central and local authorities.By sorting out the military and political system of Ningxia in the early Ming Dynasty, analyzing the reasons for the establishment of the Ningxia Governor and the process of changes in the Governor’s powers, and exploring the relationship between the Governor and local officials such as the General, garrison officials, and the central government.By analyzing the career structure of previous Ningxia governors through charts,it is believed that the selection of Ningxia governors is mainly based on northerners or those who have had official experience in the northern region; Most officials come from Jinshi backgrounds; Before taking office, most of the governors had many years of experience in serving in the Nine Borders.Ningxia,as one of the "Nine Borders",has certain differences in the functions of the governor compared to mainland governors. It not only has civil affairs management, but also focuses on military affairs. After the Jiajing reign, the power of the governor covered all aspects of Ningxia society and had become the local military and political chief, playing a leading role in the construction and adjustment of the defense system of Ningxia towns and the governance of border society in the mid to late Ming Dynasty.
