Measures To Prevent Official Corruption In Song Dynasty

Successive dynasties have always paid attention to the prevention and control of official corruption,but the emphasis is different,or the prevention and control,such as the tang dynasty,or the punishment,such as the ming dynasty.The song dynasty focused exclusively on prevention.Its law is strict but not cool,to the officials make stolen also have pity loan,with punishment is not very serious.The song dynasty focused on the prevention of official corruption and took three major measures.First,the establishment of a strict accounting book audit grinding system,reduce the corruption of the official operating space,so that they can’t corrupt.Second,Raising officials salaries to meet the needs of life,so that they are not need corrupted;Third,to strengthen the cultivation of clean government,so that they do not want to be corrupt.These three measures showed the song dynasty "flexible" anti-corruption characteristics,for the prevention of official corruption played a certain positive role.The first part of this paper describes the complete financial system established by the song dynasty.This paper introduces the tax collection system of Song Dynasty,including tax items,people and households,and tax collection amount.The song dynasty stressed the importance of account books.The audit of account books included pre-audit and post-audit,account book audit and physical audit,central audit and local audit.The song dynasty also set up a series of procedures,such as the system of obtaining official property by reason of reason,and the procedures of leaving office for liquidation,to ensure that the use of official property is not by officials greedy.The second part of this paper introduces a series of salary increasing orders and conditions issued since the founding of the song dynasty,to understand the salary and treatment of officials.Through the interpretation of the relevant order and case of salary increase issued in the song dynasty,it is understood that the salary level of officials in the song dynasty has been continuously improved since the beginning of the song dynasty,and they also enjoyed various additional expenses.Officials were treated more favourably in the past dynasties.The third part of this paper,with the song dynasty official adages as the research object,sees the song dynasty official incorruptible education content.The official adages in Song dynasty are characterized by mutual adages among officials,and theofficial adages have appeared in song dynasty.Among them official morality does not seal contains many exhortations official "honest" content.These contents not only analyzed the causes of official corruption,but also emphasized the importance of "honesty",and listed the ways of officials "honesty",which had the positive significance of exhorting officials not to be corrupt.In the fourth part,the characteristics and effects of the three measures mentioned above are summarized and evaluated.In Song Dynasty,the tax system and the auditing and grinding system of account books were interlinked,forming a complete auditing and grinding network of account books.The improvement of the salaries of officials has indeed made the salaries of officials higher;The logic system of the official admonitions and the confucian education of the officials themselves can be quickly integrated to make the concept of "integrity" more easily accepted by officials.In short,the anti-corruption measures of the song dynasty were quite different from those of the tang dynasty,the ming dynasty and the qing dynasty.At the end of the song dynasty,there was no great corruption as later generations,and the measures to prevent official corruption in the song dynasty played a positive role.
