Study On The Accessibility Of Public Cultural Services In Sichuan Tibetan Region

With the implementation of the equalization strategy for public cultural services,a network of public cultural services at various levels has basically been established.However,problems such as "no one cares about the Cultural Center" and "dusty books in the farmhouse" are gradually exposed.It is manifested as a mismatch between the provision of public cultural services and the cultural needs of the people.In the Sichuan Tibetan region,due to the weak economic foundation,the public cultural service capacity is insufficient,ethnic and religious issues lead to large cultural differences,and the single public cultural service cannot respond to the diverse cultural needs.Sexual issues are more prominent.This not only affects the social and economic development of Sichuan Tibetan areas,but also threatens the social stability of the border areas.Therefore,in the Sichuan Tibetan areas with special geographical location,natural environment and folk customs,improving their accessibility has become a key link in the construction of public cultural services.To this end,it is necessary to establish a comprehensive and appropriate evaluation framework for the public cultural service system,clarify the status quo and existing problems of the social public cultural service system in Tibetan areas,promote its improvement and perfection,and realize the value goal of public cultural services.This article focuses on solving the problem of whether the supply of public cultural services is available in the Tibetan region of Sichuan,and uses literature and empirical research to do a more in-depth study and discussion on the status of public cultural services in the Tibetan region of Sichuan.Based on the review of the general index system of public cultural service accessibility proposed by scholars at home and abroad,the article draws on its reasonable components,combines the characteristics and key factors of public cultural service supply in Sichuan Tibetan areas,and builds on the availability,accessibility,Accessibility evaluation index system with acceptability and adaptability as the core,collect and organize relevant information and analyze item by item,find out the "short board" of public cultural service supplyin Sichuan Tibetan areas,On this basis,it is proposed to integrate cultural resources,build three-dimensional channels,and improve the legislative mechanism;Three-dimensional content construction,construction of supervision mechanism,cultivation of cultural professionals,and enhancement of the subjectivity of cultural workers;Constructing public cultural service demand and feedback mechanisms,and cultivating public cultural service volunteer teams to improve the accessibility of public cultural services in Sichuan Tibetan areas and protect the cultural rights of Tibetan people.
