Analysis Of The Different Factors Affecting Regional High Quality Economic Development From The Perspective Of Culture

China’s economy has shifted to a high-quality development stage from a high-speed growth stage.We must adhere to quality first and give priority to efficiency.After 40 years of catch-up development,the results have been remarkable.Nevertheless,problems such as environmental degradation,structural imbalances,and the widening gap between the rich and the poor have also appeared.As economic development enters the new normal,economic growth has slowed down,the downward pressure on the economy has become heavy,and the previous development model is difficult to sustain.How to change the mindset to improve the quality and efficiency of economic development,and to explore the path of high-quality development are the current problems we need to solve.During the eighteenth collective study of the Political Bureau of the CPC Central Committee,Xi Jinping put forward: "The excellent traditional Chinese culture is our deepest cultural soft power,and it is also a cultural fertile ground rooted in socialism with Chinese characteristics.Every country and nation has their unique history and tradition,together with cultural accumulation.Based on these differences,they must choose their own development path according to their diverse characteristics." In the process of exploring a high-quality development path with Chinese characteristics,the influence of cultural factors cannot be ignored.Based on this,this article studies how to choose a suitable high-quality development path according to its own cultural characteristics,so as to achieve better resource allocation.Recent years have witnessed plentiful achievements in economics research on the influence of cultural factors on economics,but there are few studies on macroeconomic growth of cultural factors,and the study of cultural factors on the quality of economic development is even hard to find.The purpose of writing this paper is to make some compliments to the research in this area.The new development concept of "innovation,coordination,green,openness,and inclusive" has shed us some light on how to obtain high-quality development,that is,innovation as the driving force for development,coordination as the development pattern,green as the development mode,and openness as the necessary condition for development,inclusive as development purposes.However,on account of the variety of the cultural characteristics,levels of economic development,natural resources and endowment conditions of from place to place,the difference between the effect of five development concepts on the local high-quality development is not clear,which will hinder the distinct and successive high-quality development progress of different places.It also causes the waste of resources and does harm to the promote of development quality.From this perspective,the key to this study is to empirically analyze the differences in factors affecting high-quality development in different regions of China,taking differences in cultural factors into account.First of all,the illustration of research background and significance are introduced without doubt,and the explanation of research content and method are followed in detail.Then,the related researches at home and abroad are classified and summarized.The research perspective of this paper is drawn on this,as well as the content of the research.Then it clarified the connotation of culture and introduced the commonly used measurement methods of culture as an economic variable.Use qualitative analysis methods to elaborate the impact among culture,new development concepts,and high-quality development.In terms of qualitative analysis,this article uses the strength of welfare ecology to indicate the cost of resources and environment consumed to obtain a unit of economic and social welfare returns,which is used to characterize the local high-quality development level.Measure the regional cultural factors and use the new development concept of "innovation,coordination,green,openness,and sharing" as an independent variable to build an empirical model as a cultural environment factor.The impact of development is quantified on the basis of analyzing the data of 30 provinces in China from 2007 to 2015.Taking the cultural differences into consideration,the study conducts an empirical analysis of the contribution of various dimensions of the new development concept to high-quality development levels.Subsequently,according to the regional division of the eight major economic complexes,the economic effects of the new development concept on high-quality development were further refined from the cultural perspective.Finally,it puts forward policy suggestions on high-quality development in various places and how to realize the regional economic layout.Empirical research results show that coordination,green,openness,and inclusive all have a significant role in promoting high-quality development in the whole region.Among them,the driving effect of coordinated development is the most obvious,and innovation development is limited by current innovation insufficient mechanisms,thus have not yet manifested a significant role in leading development.Among the regional cultural factors,the entrepreneurial spirit in regional culture has an obvious effect on promoting high-quality economic development.In the sub-regional study,we found that the five dimensions of the new development concept behave differently.The improvement of the quality of economic growth in the central region is mainly achieved by optimizing the industrial structure.And this also shows that when we are exploring the path of high-quality development,we should specifically analyze and prioritize in order to achieve the rational use of resources and maximize the effect.
