Study On Citizen Participation In Community Culture Construction In Hulunbuir

In the report of the 18 th CPC national congress,it was proposed that China should build a strong socialist culture and vigorously enrich people’s spiritual and cultural life.In the report of the 19th CPC national congress,General Secretary Xi Jinping once again proposed that "culture is the soul of a country and a nation",which can be seen that cultural construction plays an important role in national development.With the transformation of the main contradiction in our society,people’s demand for their spare time life is getting higher and higher.The construction and development of community culture have also attracted the attention of the majority of community residents.The government has also incorporated community culture construction into the key planning of urban construction.However,at the present stage,only relying on the power of the government to build community culture,citizens’ failure to participate in it largely results in the waste of cultural resources and facilities.Community culture construction is also one aspect of community governance.Community citizens are one of the main subjects participating in community governance.Participating in the construction of community culture can not only reduce the cost,but also build a culture that meets the needs of citizens.This paper,we used the theory of governance,community cultural location,attribution of social cognition as the theoretical basis of the questionnaire designed by Hulunbuir,we found out the civic responsibility,civic cultural cognition,community cultural capital,community cultural activity,community political activity,citizen participation degree six related variables to establish the model,and carried on the hypothesis to carry on the investigation,through the analysis and Statistics of the data,we find out the factors that influence the Hulunbuir citizens’ participation in the construction of community culture.The results of this study can provide data and analysis for the Hulunbuir’s community cultural construction,and thus provide some targeted recommendations for raising the awareness of civic participation and participation.
