Research On Evaluation Indicator System Of Rehabilitation Medical Quality In Rehabilitation Hospital

People’s demand for rehabilitation medical services is increasing with the improvement of our country’s social and economic level,and accordingly,the number of rehabilitation hospitals is increasing rapidly year by year.However,the quality of management has not kept pace with these changes,and there is no uniform standard of assessment of the quality of rehabilitation medical treatment.The management of the medical quality of rehabilitation is the perennial theme of the management of rehabilitation hospitals,and an effective quality evaluation index system is the basic standard and the necessary tool for quality management.The main purpose of this paper is to build a set of scientific,practical,and operable rehabilitation medical quality evaluation index system for rehabilitation hospitals based on the current situation of rehabilitation medical quality evaluation system in domestic and foreign rehabilitation medical institutions,starting from the main nature and function of rehabilitation hospitals,and based on the management and continuous improvement of rehabilitation medical quality.The effective evaluation index system of rehabilitation,medical quality proved by empirical research will provide references for strengthening rehabilitation medical quality management and continuous improvement,and promoting the construction of rehabilitation hospitals in my country.Based on domestic and foreign literature research,combined with scientific methods such as an expert interview method,Delphi method,and analytic hierarchy process,this study constructed a set of rehabilitation medical quality evaluation index systems in rehabilitation hospitals.The results of empirical research show that the evaluation index system of rehabilitation medical quality in rehabilitation hospital meets the actual needs of rehabilitation medical management in the rehabilitation hospital,and can be used as a tool for daily quality monitoring and self-evaluation of a rehabilitation hospital,or for health administration department to supervise the quality of rehabilitation medicine in the rehabilitation hospital,to promote the overall improvement of rehabilitation hospital quality.This study included four parts.In the first part,we analyzed the current status of the existing rehabilitation medical quality evaluation index system in domestic and foreign rehabilitation medical institutions through the investigation of a large number of domestic and foreign documents and management documents,standards,guidelines,and other data,which would provide the scientific basis for the construction of the rehabilitation medical quality evaluation index system in the paper.In the second part,we constructed the initial framework of the rehabilitation medical quality evaluation index system based on literature researches and focus group discussions.On this basis,the first round of expert questionnaires was formed.Then we choose 25 experts charging in hospital management,medical quality management,and rehabilitation clinical department management,which come from 14 non-profit rehabilitation specialist hospitals or general hospitals with rehabilitation medicine in 4 provinces or cities across the country.Letter inquiries were made to 25 experts using the Delphi method,expert feedbacks were comprehensively analyzed,the evaluation indicators were modified and selected,and the selected indicators were finally determined to build a rehabilitation hospital quality evaluation indicator system.The second round of expert questionnaire surveys was conducted using the analytic hierarchy process.Yaahp12.5 software was used to construct a judgment matrix,calculate and determine the weight value of each indicator,and conduct a consistency test.In the third part,we selected a non-profit tertiary rehabilitation hospital as the sample hospital,as it was approved as a tertiary rehabilitation hospital in2015,and the rehabilitation medical management model reform was carried out twice in 2017 and 2019.Then we retrospectively evaluate the quality of the hospital’s phased rehabilitation care in 2015,2017,and 2019 using rehabilitation medical quality evaluation indicators System.The results show that the quality of rehabilitation medical care in the hospital from 2015 to 2019 has shown a stepwise upward trend,2017 is better than 2015,and 2019 is better than 2017,which is in line with the expectations and actual situation of the hospital’s rehabilitation medical management model reform.In the fourth part,we analyzed the main conclusions,innovations,and shortcomings of this research.Prospects for further optimization of the evaluation index system are put forward.
