| Objective To establish a nursing homes quality evaluation system suitable for evaluating the quality of nursing home quality for China; to understand nursing home quality situation and the factors influencing the quality of nursing homes, and to provide a theoretical basis for improving the management philosophy and the quality of nursing homes;to provide a reference for the construction of standardized nursing homes.Methods Through literature review, interviews and policy analysis, In the basis of Donabedian quality theory-“Structure –Process-Outcome”, the use of expert interviews tentatively set nursing homes quality evaluation system entry pool, through Delphi method screening and identification of indicators, the use of AHP setting the weight of each indicator and through consistency test. In the basis of this nursing home quality evaluation system, prepared specific content and details of evaluation forms, divided into five quality classes, to established on with a nursing home of subsidiary of general hospital in Chongqing, a nursing home affiliated specialist hospital in Chengdu and a Red Cross nursing home in Shanghai for study, and to apply evaluation index system investigate actually for evaluating the quality of nursing homes, inspecting the operability, sensitivity and practicality of nursing home quality evaluation indexes system.Results The quality evaluation indicator system contained three first-grade indexes, eighteen second-grade indexes and sixty-five third-grade indexes through consistency test, it has no logical confusion and a good content validity.The self-assessment score of the nursing home affiliated general hospital in Chongqing was 6.2168 and good quality level, the self-assessment score of the nursing home affiliated specialist hospital in Chengdu was 5.7014 and good quality level,the self-assessment score of a Red Cross nursing home in Shanghai is 6.1103 and good quality level, it can effectively distinguish between good and bad of the same content in different nursing homes and have a better sensitivity. Respectively, two affiliated nursing homes was sited investigation and access to information in Chengdu and Chongqing.The results of survey information obtained consistent with field. Nursing home quality evaluation system established in this study can be used to evaluate the quality,have a reasonable design and an strong practical application operability and usefulness. After the initial application, "Nursing Homes basic standards(2011 Edition)" belongs to the most basic standards of practice and requirements,but the number of evaluation index system established in this study is more, the indicators is more comprehensive and quantitative,covered quality information is more comprehensive.It is more suitable and accurately evaluate the quality of nursing homes.Conclusion Nursing home quality evaluation system structure and content builded is reasonable. Expert consultation results was reliable, research methods was rigorous and scientific. The indicator system has strong operability and more comprehensive can be used to evaluate the quality of nursing homes truly and objectively, identify existing problems and help the government departments oversight and manage nursing homes. Patients and their families can compare, consider and choose a nursing home according to nursing homes quality evaluation system. |
