Study On The Perfection Of Management And Operation Mechanism In The Field Of Child Health Care In Anhui Province

Background: Children are the starting point for the development of human society and the hope for the sustainable development of the country and the nation.The health of children has an important influence on the health of the whole people and the development of society and economy.The improvement of children’s health depends on the implementation of children’s health care.Protecting children’s health is an important task for social development.With the introduction of relevant policies and regulations,children’s health care has made great progress,but there are still many problems and challenges such as inadequate implementation of services and unbalanced regional development.As an internal structural element in the operation of the health system,the management and operation mechanism can start from within the organization,through the establishment of mechanisms such as supervision and assessment,incentives and accountability,promote the definition of departmental responsibilities,strengthen capital investment,and coordinate departmental cooperation to promote a healthy child health system Efficacy of operation.Analyzing the development of children’s health care based on management and operation,and clarifying the advantages and disadvantages,is an important means to explore ways to improve the level of children’s health care.Objective: Based on the field of child health care in Anhui Province,this study uses text to quantitatively analyze the current status of the management operation mechanism in Anhui’s child health work;through linear correlation and regression analysis,to explore the degree of perfection of the management operation mechanism and health outcomes(infant mortality,5 Under the age of children mortality);through horizontal and vertical comparison,to evaluate the advantages and disadvantages of the construction of the child health care system in Anhui Province.Then through the identification of weak links,the breakthrough point for system optimization is determined,and based on the actual situation,it provides countermeasures and suggestions for the construction of the child health care system in Anhui Province from the perspective of management and operation mechanism.Methods: This study is based on the evaluation index system constructed in the early stage of the project team,systematically collects child health policy documents,uses text analysis to extract and assign values to the key fields of management and operation-related content in the documents;comprehensively uses comparative analysis and norms The gap method comprehensively controls the development of child health management in Anhui Province through horizontal and vertical comparison,clarifies the gap with the "appropriate standard",and explores the problem.Use EXCEL2016 to extract,organize and establish related databases,and use SPSS16.0 to perform correlation and regression analysis on the data.Results:(1)The soundness of the child care management and monitoring mechanism in Anhui was 30.4%,which was lower than the level of 41.5% in Shanghai and 35.8% of the appropriate standard.Among them,the content form coverage is relatively comprehensive,and the degree of completeness is 97.5%;the degree of department responsibilities is insufficient,which is 18.9%;the authority of the management and control mechanism is 69.4%,and the authority given by the authority of the person in charge of government supervision is relatively low;the control mechanism is seriously feasible Insufficient,only 4.3%,mainly due to the ambiguity of departmental responsibilities and the lack of external assessment subjects.The overall soundness is significantly negatively correlated with health outcomes,and the degree of explanation of the equation is more than 72%.(2)The degree of soundness of Anhui’s child health care plan and evaluation mechanism is 64.5%,which is lower than the level of 86.9% in Shanghai.Among them,the medium and long-term goals are set relatively comprehensively,but the degree of involvement of all parties is relatively low;the evaluation index system is insufficiently constructed,and the setting of quantitative and sensitive indicators is lacking;the overall implementation degree is not high,which is 36.7%.The overall soundness has a significant negative correlation with health outcomes,and the degree of explanation of the equation is over 80%.(3)The soundness of the financing and compensation mechanism for children’s health care in Anhui is 74.7%,which is a significant increase from 2001 and is comparable to that of Shanghai.Among them,the total funding input has reached 100% clarity,which is higher than the appropriate standard,and the relevant regulations are clear and can be assessed;however,the regulations on the steady growth of funding input and the dominant position of government funding are not assessable,and the clarity of both parts is 66.7%;The clarification of departmental fund-raising responsibilities is insufficient and it is difficult to form an assessment.The overall soundness has a significant negative correlation with the health results,and the result explanation level is more than 70%.(4)The soundness of the coordination and incentive mechanism for children’s health care in Anhui is 15.8%,which is only 28.2% of the Shanghai level and 18.6% of the appropriate standard respectively.The construction situation is seriously insufficient.It shows that there is no overall coordination of all departments of child health care,and the coverage of the coordination mechanism is 0%;the coverage of the incentive mechanism is insufficient,with a coverage of 36.5%;the overall authority and the degree of feasibility are low,respectively 19.4% and 10.1 %.The overall soundness has a significant negative correlation with the health results,and the result explanation level is more than 70%.From the perspective of overall management and operation,the planning and evaluation,financing and compensation mechanisms are relatively sound,and the management and monitoring,coordination and incentive mechanisms have formed obvious disadvantages.The correlation coefficients of the perfection of management and operation mechanism,infant mortality rate and mortality rate of children under 5 years old were-0.989 and-0.991(P<0.001),and the degree of explanation of health results was 80.1% and 86.6%,respectively.Conclusion: The degree of perfection of Anhui’s child health management operating mechanism is showing a steady upward trend,but the overall level is not high,there is a significant gap with Shanghai and the appropriate standards,and it needs to be further improved.The ambiguity of departmental responsibilities,insufficient quantification of the assessment and evaluation system,lack of coordination mechanisms,and low coverage of incentive mechanisms are the main problems that hinder the improvement of management and operation mechanisms.The results of the study show that the improvement of the management and operation mechanism can promote health outcomes.In the future work,it is necessary to accurately grasp the various problems in the development of the management and operation mechanism,learn from the advantages and experience,learn from each other,and promote the further improvement of the level of children’s health in Anhui.
