Research On Supporting Policies And Optimization Strategies For Private Hospitals In Henan Province

At present,with the development of the times and the continuous deepening of the reform of the medical and health system,the concept of "big health" has gradually taken root in the hearts of the people.Especially since the 18 th National Congress of the Communist Party of China,General Secretary Xi Jinping proposed that “people’s health should be given priority for development” and passed the “Healthy China 2030” Planning Outline.Since then,my country’s “Healthy China” has become comprehensive.Deploy to improve people’s healthy lives and ultimately achieve health for all.The development of private medical institutions and the extensive entry of social forces into the field of medical and health care is an important part of deepening the reform of the medical and health system and an important measure to achieve the long-term goal of a healthy China.In the context of the "new era",it is necessary to conduct research on the development of private hospitals in conjunction with relevant policies,which is conducive to further promoting the sustainable and standardized development of private hospitals.Through the private hospitals in Henan Province to support the policy evolution,the phases of the policy evolution are divided and sorted out.And use the theory of policy tools to analyze the supporting policies.At the same time,it analyzes the effects of the implementation of support policies for private hospitals in Henan Province,finds out some problems in the support policies for private hospitals,and puts forward relevant suggestions and optimization strategies in order to form a healthy Zhongyuan medical and health service system and diversify medical services.The pattern provides a theoretical reference basis.This paper uses the literature research method to review a large number of documents on the development support policies of private hospitals at home and abroad,selects the documents related to the support policies of private hospitals issued by Henan Province from 2007 to 2020,sorts out relevant important documents,and summarizes the use of policy tools Perspective study the theoretical viewpoints and experience of supporting policies for private hospitals in Henan Province.And use the content analysis method to sort out and analyze the key points of private hospital support policies,mainly including planning access,financial support,preferential policies,talent policies,and regulatory policies.And through the comparative research method,the effect of the implementation of support policies between private hospitals and public hospitals in Henan Province from2010 to 2019 was analyzed horizontally.However,by coding the policy documents of private hospitals,it is found that the use of environmental policy tools is relatively high in the use of policy tools in private hospitals,while the supply-based policy tools and demand-based policy tools are underused.Among them,there are 82 codes for environmental policy tools,accounting for52.26%,58 codes for supply-based policy tools,accounting for 37.18%,and only 16 codes for demand-based policy tools,accounting for 10.26%.At the same time,although certain results have been achieved in the implementation of support policies for private hospitals,such as planning access support policies,the scale and level of private hospitals have been significantly improved;resource allocation support policies have significantly enhanced the service capabilities of private hospitals;medical insurance support policies,Making the operating efficiency of private hospitals significantly improved.However,the supporting policies still have problems such as insufficient detailed policies,restricted policy implementation,inadequate policy guidance,and imperfect regulatory mechanisms.In response to some problems in the support policies for private hospitals in Henan Province,the following optimization and improvement strategies are mainly proposed:First,improve supporting policies and promote the diversified development of private hospitals.Including strengthening policy support,balancing the use of policy tools,refining policy measures,and promoting the development of private hospitals;the second is to optimize the social environment and create a fair and reasonable medical market.Including reasonable planning and setting,giving priority to the development of private hospitals,adhering to win-win cooperation,and creating a fair competition environment;the third is to strengthen functional positioning and guide the innovative development of private hospitals.Including the clear positioning of policies,focusing on the development of private hospitals,implementing supporting policies,and promoting the development of private hospitals;the fourth is to strengthen supervision and management and establish a sound supervision system.Including paying attention to government supervision,promoting the development of private hospitals,strengthening industry self-discipline,and realizing the development of industry standards.
