| After 70 years of rapid development,China’s population has been expanding and the process of urbanization has been accelerating.With the continuous development of economy and society,the city is facing more and more challenges to cope with emergencies.On the one hand,a variety of emergencies,such as the outbreak of infectious diseases and acute poisoning,continue to occur,and major accidents,such as traffic accidents and factory explosions,mainly caused by accidental injuries,continue to occur.On the other hand,by 2018,the proportion of China’s population aged 65 and over in the total population had reached 11.9%,and the annual average growth rate of the elderly population had reached 3.28%,far exceeding the global average rate of population aging by 2.5%.The frequent occurrence of various emergencies and the acceleration of the aging of the population have posed a great challenge to China’s basic medical services.Facing the increasing demand for medical services year by year,the existing public medical resources are unable to meet people’s increasing demand for medical servicesThis paper first discusses the urban emergency medical service system.Prehospital first aid is an important branch of medical and health services.The layout of urban emergency medical facilities directly affects whether patients and wounded can get scientific and effective treatment in the first time.From the perspective of time loss,this paper introduces the time satisfaction factors in traditional logistics system to establish the time satisfaction function of patients.The time loss in the process of first aid was considered to increase the medical cost of patients and wounded in the later period.Combining with the traditional p-median model,a scientific and perfect multi-objective site selection model for urban emergency medical facilities was constructed.Secondly,this paper can optimize the rescue efficiency of urban emergency medical facilities to the greatest extent by combining different types and quantities of emergency medical facilitiesFinally the article comprehensively considered routine emergency emergency needs,requirements and emergency simulation large-scale outbreak,transform the city expansion emergency medical facilities for professional treatment isolation mechanism,through the demand for medical staff and patients medical supplies of food analysis,build a city emergency medical facilities material transportation cost model.Based on the data of the primary scheme,the cost calculation and comparison of the transportation of emergency supplies are carried out,and the optimal scheme that takes into account the daily first-aid needs and the transportation economy under emergency situations is obtained,so as to complete the optimization of the layout scheme of urban emergency medical facilities. |
