At the beginning of the founding of New China,the epidemic still existed widely and posed a great threat to the health of the people.Among these diseases,a disease—— occupational disease,which is closely related to the production of modern large industries,has also been brought into the new society from the old society,and gradually began to affect the normal development of production and construction in New China.In the early days of liberation,the Shanghai Municipal Government faced the important task of stabilizing social order and carrying out economic construction.After decades of imperialist and bureaucratic capitalism,what left New China was a poor mess.Therefore,the development of industrial construction has become the first task of the establishment of the regime.In the early days of the establishment of New China,because of the long-term disregard of the old social capitalists for the health of workers,most factories lack industrial protective equipment,resulting in various industrial occupational diseases,especially silicosis,mercury poisoning,lead poisoning and other occupational diseases,which pose a serious threat to the life and health of workers and the production and construction of New China.Therefore,in order to protect the health of the working class and ensure the normal construction of industrial production in New China,the CPC’s prevention and control of occupational diseases came into being.In order to protect the health of workers and promote the sustainable development of the labor force,under the leadership of the Shanghai Municipal Government and the Party Committee,the incidence of industrial occupational diseases in Shanghai has been controlled by carrying out a series of work,such as propaganda and education on occupational disease health knowledge,building a network of occupational disease prevention and control organizations at the grass-roots level,and implementing various occupational disease prevention and control measures,and remarkable achievements have been made.During this period,the main responsibility of Shanghai Industrial Health Organization has gradually changed from "treating diseases" to "prevention ".This transformation not only reflects the progress of factory health work,but also reflects the efforts of Shanghai Municipal Government and Party Committee to bring the concept of modern public health prevention into the process of socialist industrialization.The concept of "prevention first" advocated by the state is also gradually integrated into the process of occupational disease prevention and control in Shanghai at the beginning of the founding of New China,which will improve workers’ awareness of protection and establish the concept of public health.Prevention of industrial occupational diseases has played a certain role in inhibition.The development of occupational disease prevention and control in the early days of the founding of New China has effectively improved the bad industrial hygiene appearance of Shanghai in the early days of liberation,objectively provided a good working environment for workers,and made the production and construction work of New China normal.The severe situation of occupational disease has not only fully reflected the great importance attached by the Party to the health of the people after the founding of New China,but also laid a good foundation for the economic development of Shanghai.
