Study On The Problems Of Tobacco Control Management Of Wanzhou District Government In Chongqing City

Tobacco control is an important part of healthy China planning.China’s tobacco control campaign is relatively backward.It has been ten years since China joined the tobacco control convention,but the country has not formulated reasonable and effective laws and regulations to achieve the purpose of tobacco control.Therefore,it is necessary to conduct in-depth research on the current situation and implementation of tobacco control.Chongqing,as an important economic town in Western China,has begun to pay attention to tobacco control work closely following the eastern coastal cities.From January 1,2021,Chongqing began to control tobacco in public places.However,there are still various problems in tobacco control work in Wanzhou District.Taking Wanzhou as an example,this paper analyzes the current situation and problems of monopoly system under the background of tobacco control,and puts forward the corresponding solutions.Using the research method of combining theory with practice,this paper first introduces the basic situation of tobacco control in China from the national level,and then analyzes the main measures of Wanzhou District in Chongqing.Then,using the method of investigation and research,the paper conducts a questionnaire study on the current situation and shortcomings of tobacco monopoly system in Wanzhou District.A questionnaire survey was conducted in the vicinity of tobacco companies in Wanzhou District.500 questionnaires were distributed and 479 questionnaires were returned,of which 442 were valid,with an effective recovery rate of 92.3%.Through combing and analyzing the existing problems and causes in the implementation of local tobacco control work,including the lack of stability of tobacco control effect,the lack of authority of policy,the low attention of local government departments to tobacco control work,the low participation of tobacco control organizations,and the poor awareness of public tobacco control.In view of these problems,this paper analyzes the existing problems based on the theory of institutional change,the theory of new public management,the theory of regulation and the theory of stakeholders,and proposes to adhere to the legal status of tobacco monopoly law,formulate tobacco technical standards to reduce the harm of smoking,take multiple measures to prohibit minors from smoking,strengthen the publicity of tobacco control policy,and establish tobacco control system with tobacco control tendency Finally,six suggestions and countermeasures are put forward.Through this research,we can provide some reference and ideas for the optimization and reform of tobacco control in Wanzhou,Chongqing.
