| "It is expensive and difficult to see a doctor" has always been the focus of attention from all walks of life.In the process of continuous deepening of the medical reform,the government has adopted different regulatory measures based on the actual situation.As the core element of the medical service market,the price of medical services directly determines the level of medical expenses and the degree of utilization of medical services.In order to realize the fairness,accessibility,and public welfare of medical services,the government has carried out a series of reforms to improve the medical and health system,and the state pays more attention to meeting the people’s medical service needs.In this context,this article conducts an in-depth study on the performance of medical service price regulation reform,and sorts out relevant research from several aspects such as medical service price regulation reform performance,performance evaluation,and performance influencing factors.On the basis of reviewing the reform process of medical service price regulation in China,this paper analyzes in detail the regulation of medical service price level,structural regulation,payment methods,and dynamic adjustment mechanism.In the theoretical research on the influencing factors of the performance of medical service price regulation reform,it focuses on the analysis of the effect of factors such as the level of efforts of medical institutions,the degree of competition in the medical service market,and the degree of information asymmetry in the professional knowledge of the medical service market.In order to further verify the theoretical analysis,first use Deap2.1 and Frontier4.1 software to scientifically measure the performance of the medical service price regulation reform through the three-stage DEA method and compare the performance of the first and three stages.On this basis,empirical methods are used to analyze the impact of above factors on performance.In the empirical analysis,a dynamic panel generalized moment estimation(GMM)model was constructed according to the characteristics of medical service market in China,and the two-stage least squares model and fixed panel model were estimated in the regression analysis to verify the reliability of the generalized moment estimation.At the same time,the empirical results were tested for robustness through the substitution variable method and the substitution model method,and the results were still reliable and valid.The research in this paper finds that the three-stage DEA method is more effective after eliminating the effects of three types of factors: environment,management inefficiency,and random disturbance.Empirical analysis shows that the improvement of medical institutions’ efforts can often optimize the performance of medical service price regulation reforms.The reduction of the degree of information asymmetry in the professional knowledge of the medical service market can also improve the performance of medical service price regulation reform.The excessive introduction of competition in the medical service market may not necessarily improve reform performance,and reform ideas that put too much emphasis on the regulatory role of market competition mechanisms in the medical service market may not be suitable for China.Finally,based on the previous research results,relevant suggestions are put forward for the further improvement of medical service price regulation in China,and pointed out the direction for further research in this field in the future. |
