| In the context of comprehensively deepening the reform of the national medical and health system,the report of the 19 th national congress of the communist party of China clearly stated: "China should implement the healthy China strategy,comprehensively establish the basic medical and health system with Chinese characteristics,medical security system and high-quality and efficient medical and health service system,and improve the modern hospital management system.Among them,improving the modern hospital management system is an important part of the basic medical and health system with Chinese characteristics and an important part of implementing the healthy China strategy,while the construction of internal control system in public hospitals is the key to improve the level of modern hospital management.Shenyang public hospitals on the internal control system construction in recent years began to unfold,hospitals from the aspect of unit and to embark on the business level,mostly in the financial control,operations control to establish relevant system,can form the internal control system of the hospital is relatively less,although some large public hospitals has been initially completed the construction of internal control system in Shenyang,but not to design a set of suitable for large public hospital characteristics and can continue to optimize the internal control system construction scheme.This paper mainly uses the literature research method,the case study method,the questionnaire survey method.This paper through to the Shenyang Z hospital internal control system construction mode,operation and optimization research,found that influence of large public hospital in Shenyang key problems and the reasons of the internal control system implementation effect,in accordance with the requirements of relevant state policies and the region’s actual situation,combined with domestic and foreign advanced management theory of internal control and internal control system of medical and health care organizations to build advanced experience,put forward the optimization scheme,and plan for the risk analysis and feasibility.This paper also puts forward four improvement Suggestions for the plan,which are to strengthen the operability of the risk assessment system,improve the technical support means,optimize the internal control system,and strengthen the internal control supervision,in the hope of providing a reference for the sustainable and good development of large-scale public hospitals in Shenyang,as well as promoting the preservation and appreciation of state-owned assets. |
