| Talent is an important support for the economic development of a region.As a province in the western region,how to improve the social integration and medical security level of the floating population,attract more foreign population and improve the comprehensive competitiveness of talent is particularly important.Based on the dynamic monitoring data of the floating population in Inner Mongolia in 2017,this paper makes an in-depth study on the current situation and influencing factors of medical insurance participation of the floating population in Inner Mongolia.First of all,it analyzes the current situation of the floating population in Inner Mongolia and the medical insurance participation status and group differences of the floating population in Inner Mongolia;secondly,it establishes an empirical model of different types of medical insurance participation of the floating population in Inner Mongolia,and analyzes the influence degree and mechanism of various influencing factors on the insurance participation rate of all kinds of medical insurance;thirdly,it establishes the basic medical care of the floating population in Inner Mongolia from the perspective of population differences Based on the empirical model of insurance,this paper discusses the structural differences of the influencing factors of different generations,different genders and different household registration groups.Finally,according to the conclusion of the model and the actual situation,this paper explores the optimization path of the medical insurance system of the floating population in Inner Mongolia.The main conclusions are as follows.According to the research conclusions and the actual situation,the paper puts forward some countermeasures and suggestions to further optimize the medical insurance policy.(1)The current situation of the floating population in Inner Mongolia is as follows:the proportion of men and women of the floating population in Inner Mongolia is roughly balanced,mainly including the married people with Han,agricultural registered permanent residence and junior high school education;the employment units of the floating population in Inner Mongolia are concentrated in the individual industry and Commerce and private enterprises,mainly as employees,with the average monthly income of 5560.57 yuan,and there is an internal income gap;the floating population in Inner Mongolia The proportion of cross city and cross county population is the largest,and the overall residence intention is high.(2)The proportion of medical insurance for urban workers,new rural cooperative medical insurance,medical insurance for urban residents and cooperative medicalinsurance for urban and rural residents in Inner Mongolia is 14.04%,71.56%,5.42% and3.18% respectively.The overall insured rate of the floating population in Inner Mongolia is characterized by slightly higher male than female,higher rural than urban,higher old generation than new generation,inverted U-shaped insured rate with the growth of education and the peak value in junior high school education;the insured rate increases with the increase of income,and the insured rate of units with good welfare is higher.(3)The empirical model results of four types of medical insurance for the floating population in Inner Mongolia show that multiple independent variables of three dimensions,namely,individual and family factors,employment and income factors,mobility and social integration factors,have different degrees of influence on the participation rate of urban workers’ medical insurance and new rural cooperative medical insurance,while on the participation rate of urban residents’ medical insurance and urban and rural residents’ cooperative medical insurance Only the nature of household registration and employment units has a significant impact.(4)Based on the analysis of the basic medical insurance of the floating population in Inner Mongolia from the perspective of population difference,the results show that there are significant differences in the influencing factors of different generations,different genders and different household registration.For different generations of floating population,the new generation of floating population’s medical insurance coverage rate is greatly restricted by the factors of "household registration" and "floating duration",while the old generation of floating population is more vulnerable to the factors of "nature of employment unit","mobile scope" and "residence intention".For the floating population with different gender and household registration,the medical insurance coverage rate of the floating population in urban and rural areas is more vulnerable to employment and income factors,mobility and social integration factors,while the floating population in rural areas and women are more vulnerable to personal and family factors,mobility and social integration factors. |
