In recent years,China’s fertility rate has been falling year after year,and the population ageing phenomenon has become more and more serious.To this end,in June 2017 the State Council selected 12 pilot cities and launched a pilot scheme to combine maternity insurance with medical insurance for workers.After 2019,the merger of Maternity Insurance and workers’ medical insurance was launched nationwide.The combination of the two risks is helpful to enlarge the scope of the birth insurance,reduce the birth burden and improve the birth desire of the population.It is necessary to study the current situation of cooperative management of maternity insurance and employee medical insurance,to study the problems in the process of management and to put forward solutions.Based on the study of Becker’s birth economy theory,Marxist theory of population reproduction and John Rawls’s theory of justice and fairness,this paper uses the methods of investigation,literature research,comparative analysis,etc,to study the current situation of cooperative management of Maternity Insurance and employee medical insurance in four aspects:Registration of Insurance,management of collection and payment,medical service and management,and information service,summed up in the course of the operation of the fund to improve the overall planning system,to optimize the payment responsibility sharing mechanism,to strengthen policy publicity,to improve the quality of management services,and other issues,the causes of these problems include that the system of cooperative management has not been formed,the mechanism of cooperative management has not been straightened out,and have not formed an effective regulatory mechanism.On the basis of the experience of Dongguan and Taizhou,and in the light of the specific situation of Heilongjiang,this paper puts forward some countermeasures,such as clarifying the main body of responsibility,promoting the safe operation of the fund,raising the standard level of management,and promoting the effective promotion of the operation mode of merger,etc.,to further improve the fertility insurance and workers in Heilongjiang Province Medical Insurance Coordination Management Mechanism,for the steady development of the two insurance coordination management suggestions.
