Effect Of The Merger Of Two Medical Insurances On The Revenue And Expenditure Of The Maternity Medical Insurance Fund In N City

It is a significant decision made by the central government to integrate the maternity insurance fund into the basic medical insurance fund(referred to as the "The merger of two insurances"),to promote social coordination,achieve social equity,and further improve our maternity medical security system.In a short period,problems such as the low coverage in maternity insurance and the serious fund deficit can be solved.However,according to the policy pilots,we observe that the integration also caused a negative impact on the break-even of maternity medical fund.In order to provide policy references for the implementation of the two insurances and bring the effectiveness of the reform into full play,the research analyzes the status quo and hidden problems of the pilot policy in China and uses the operating data of maternity medical insurance fund in N City from 2013 to 2018 to simulate the calculation of the possible impact of the "The merger of two insurances" implementation policy on insurance fund,and at the same time,the sensitivity of the factors affecting the break-even of maternity medical insurance fund is measured and analyzed.From the results we can conclude that: The implementation policy will affect the break-even of maternity medical funds to a certain extent.The degree of influence is that the speculative participation of flexible employees> the proportion of reimbursement for fertility clinics> the proportion of reimbursement for fertility hospitalization.Aiming at the above conclusions,some break-even strategies were been proposed,such as promoting the coverage of maternity medical insurance,strengthening audits to prevent speculative participation,and expanding the investment channels of maternity medical insurance funds.
