| Since the reform and opening up,with the rapid development of China’s economy,the level of medical and public health services has been significantly improved,and people’s life and health have been greatly protected,in which vaccine as a special drug has played a vital role.But at the same time,frequent public health emergencies have caused a lot of trouble to people’s life and health,and caused varying degrees of harm to people’s production and life and social economy.To ensure the safety of providing drugs to the public is the basic function of the government in the modern sense.With the occurrence of the"Changsheng Biological problem vaccine" incident in 2018,the government,as the supervision and management department,has encountered an unprecedented crisis of confidence.With the ferment of public opinion,people are not only concerned about the accountability of untrustworthy enterprises and the accountability of government regulators,many people begin to question the significance of vaccination and the regulatory ability of government regulators.A public health emergency is a crisis in itself.Crisis management in the modern sense is to focus on the management of the whole process of the crisis.As the most important part of crisis management,the degree of attention to ex ante management is also greatly increased,which is also the best crisis management.Crisis management should not only focus on the disposal after the formation and outbreak of the crisis,but also strive to rule out the possibilities that lead to the crisis before the crisis occurs.By using the theories of public governance,crisis management and service-oriented government,and using the methods of literature analysis and case study,this paper analyzes the current situation of the development of beforehand management of public health emergencies in our country by using the theories of public governance,crisis management and service-oriented government.at the same time,the importance of prior management is pointed out.Taking the"Changsheng Biological problem Vaccine" incident as a typical case,this paper analyzes the existing problems and causes of the government in the prior management of public health emergencies as a whole.and in view of the existing problems to improve the government’s strategies and suggestions to strengthen prior management. |
