Research On Animal Epidemic Prevention And Control Management In W City Of Liaoning Province

Since the reformand opening up,China’s rapid social and economic development has promoted the vigorous progress of animal husbandry and breeding industry,but also increased the difficulty of animal epidemic prevention and control.Animal epidemic has seriously damaged the economic benefits of farmers,brought great negative impact on social stability and development,and the safety of life and health.Through unremitting efforts,W City of Liaoning Province has achieved remarkable results in the prevention and control of major animal epidemics.However,in recent years,there have been new animal epidemics in other areas of China,such as African swine fever,peste des petits ruminants,lumpy skin disease and other major animal epidemics.Such a severe situation of animal epidemic prevention and control poses challenges to the management of animal epidemic prevention and control in W City.Therefore,in this context,this thesis studies the management of animal epidemic prevention and control in W City,Liaoning Province on the theoretical basis of Comprehensive integration of public crisis management model,4R crisis management theory and collaborative governance theory,from the perspective of public crisis management.The present situation and problems of animal epidemic prevention and control in This city were studied through questionnaire survey,case analysis,interview,literature research and other methods.The main problems found in this study are as follows: first,the emergency management system is not perfect;second,the monitoring and prevention of crises are insufficient;third,there are problems in the construction of animal epidemic prevention and control teams;fourth,the level of emergency protection is insufficient;fifth,Emergency drills are not in place;sixth,collaborative governance capabilities are insufficient;seventh,there are shortcomings in public opinion handling;eighth,animal culling compensation policies are imperfect;and ninth,incentive measures are not in place.This paper draws on the advanced practices of Qingdao City and Luohe City through the method of comparative analysis,including strengthening the construction of epidemic prevention teams,forming a collaborative mechanism for joint prevention and control,attaching importance to emergency drills for animal epidemics,strictly preventing the invasion of exotic animal epidemics,improving emergency management systems,and improving emergency response.Plans,strengthen emergency management capabilities,strengthen emergency support,enhance technical support capabilities,and raise awareness of group prevention and control.On this basis,countermeasures and suggestions are put forward.First,the relief and prevention stage: establish a permanent animal epidemic command organization,improve the monitoring and early warning mechanism of animal epidemics,complement and strengthen publicity and education work,and implement epidemic prevention and disinfection systems.The second is the stage of preparation and readiness:strengthen the construction of the epidemic prevention system,strengthen the guarantee of emergency materials for animal epidemics,and strengthen scientific and technological support.The third is the response and response stage: strengthen the emergency drills for animal epidemics,strengthen the collaborative governance mechanism,and improve the public opinion handling mechanism.The fourth is the recovery and reconstruction stage:improve the culling compensation policy and improve the incentive mechanism.
