| China has launched a new round of collective forest rights reform since the beginning of the 21 st century.However,there have been problems such as unclear mechanisms and systems,complicated property relations,weak protection of operators’ rights and inefficient allocation of forestry resources in the deep development of forestry for a long time.Deepening collective forest rights reform is imperative.The thesis based on collaborative governance theory and stakeholder theory,using the case study method,study deeply the main contents,innovative practices and achievements and experiences of deepening collective forest rights reform in Chengdu.Combined with the interview method,presenting in detail the concrete reality of deepening forestry reform in Chengdu to complement the integrity and authenticity of the case presentation.The thesis examines the path of collaborative governance mechanisms for deepening forestry reform in Chengdu.In the design of forest rights reform,exploring how the government can strengthen itself at three levels: macro,meso and micro.Rational and balanced distribution and use of resources and power through tools such as the internet.When collaborating with the subject,how to create a collaborative,multi-actor model of participation,joint multi-faceted efforts for shared governance.In terms of mobilizing participation,how to actively collaborate in governance implementation,leading capital cultivation and allocation,building a platform for cooperation,designing multi-disciplinary integration pathways,promoting the conversion of forest rights resources applications.Subsequently,analysis of the effectiveness of governance in terms of economic,ecological and social aspects.By deepening forestry reform,it not only promotes the transformation and upgrading of forestry and economic development,but also responds to the construction of ecological civilization,improves the capacity and level of ecological protection,accelerates the export of more green production capacity to society,and also reflects the ability to collaborate with social governance and promote the modernization of the governance system and governance capacity.Summarizing the insights from the Chengdu government’s design of an organizational system and co-shaping of a synergistic model to arrive at a common construction and governance to collaboratively promote the deepening of collective forest rights reform.It is a model that is oriented towards a common goal,collaborates the participation of multiple actors,improves governance mechanisms and regulates collaborative behavior.Through co-production and sharing,balanced benefits and crossfertilization,plus Internet,deepening the reform of forestry management,finance and forest rights transfer systems. |
