Since the founding of the people’s Republic of China,the party and the state have always attached importance to the development of agriculture and rural areas.Through a series of industrial support policies,the status of the basic industry of agriculture has not been shaken.The pig industry seizes the opportunity of development to grow rapidly,and its contribution to the growth of the whole national economy is increasingly prominent.Although the research tool system of China’s pig industry has basically formed and the overall design of pig industry policy is reasonable,there are still some problems.This paper focuses on the quantitative evaluation of pig industry policy.Firstly,this paper introduces the research background,purpose and significance of this study,then summarizes the research status at home and abroad,expounds the research content,methods and ideas,and points out the innovation of this study.Secondly,this paper defines the core concepts of pig breeding subject,agricultural subsidies,pig subsidy policy and so on,systematically combs and summarizes the elasticity theory,behavior decision theory,public finance theory,public finance theory and other theories related to this study,so as to consolidate the theoretical basis of this study.Thirdly,we take the method of combining qualitative research and quantitative research,based on the dual perspective of theory and practice,to carry out quantitative research on China’s pig industry policy.On the one hand,python software is used to analyze and process the data of the pig industry policy since the founding of new China,to divide the stages of China’s pig industry policy,to deeply understand the historical evolution of China’s pig industry policy,and to comprehensively grasp the development characteristics of China’s pig industry,the subject and object of pig industry policy,and the implementation goal of pig industry policy.On the other hand,in view of the recent stage of China’s pig industrial policy-the period of industrial modernization,this paper selects more than 400 central normative documents of China’s pig industrial policy from July 2007 to April 2020,and sorts out 74 central normative documents(excluding local government policies)closely related to the research theme.Based on PMC(Policy Modeling Consistency Index)index model,using CO word analysis,social network analysis,and supplemented by LDA(Late Dirichlet Allocation)theme generation results of deep learning framework tensor flow,74 policies were evaluated quantitatively,and five representative policies of pig industry in China were selected for empirical analysis.According to the research results,it is found that: the main body of China’s pig industry policy is single,and it is difficult to form a joint force;pay attention to the short-term price control,but ignore the long-term industrial structure adjustment;emphasize the market supervision,but not enough support for slaughtering and processing;focus on improving the quality and efficiency of pig industry development from the production and management,but fail to give good consideration to the public welfare Flat.In view of the problems existing in China’s pig industry policy,relevant policy suggestions were put forward: multi department division of labor and close cooperation;adjustment of pig industry structure and implementation of moderate large-scale breeding;establishment of slaughtering and processing operation mode in producing area to reduce the circulation cost of pig industry;protection of pork consumption of low-income groups,taking into account social efficiency and fairness.In addition,the limitations of this study are also pointed out in the research prospect,and the direction of later adjustment and optimization is proposed.
