| Since the 21 st century,China has witnessed the rapid development of industrialization and urbanization,as well as the increasing number of population.As a result,human’s use of land resources,especially cultivated land,has become more frequent and disorderly.The continuous expansion of urban land occupied arable land,which intensified the non-agriculturalization of arable land,and the area of arable land continued to decrease,resulting in a sharp decline in the quantity and quality of arable land.Therefore,cultivated land protection is urgent,which makes cultivated land value,as an effective management index of cultivated land protection,become the focus of scholars’ attention.It is very important for the protection and rational utilization of cultivated land to scientifically and comprehensively understand the connotation of cultivated land value,accounting method and study its spatial distribution law.This paper mainly analyzes the accounting system of cultivated land value,uses spatial autocorrelation to analyze the accounting results,explores the influencing factors of cultivated land value through the geographically weighted regression model,and puts forward the methods and policy suggestions on how to improve the value of cultivated land,so as to provide reference for the rational and effective use of cultivated land resources and the establishment of a unified land market.The main conclusions are as follows:(1)This paper mainly calculates the value of cultivated land from three aspects of economy,society and ecology,and takes the sum of the three values as the comprehensive value of cultivated land.Taking Yuyao City of Zhejiang Province as the research object,the comprehensive value of cultivated land was found to be2.2898 million yuan /hm2,of which the economic,social and ecological value of cultivated land accounted for 8.04%,73.39% and 16.60%,respectively.Taking village as a unit,the economic,social and ecological value of cultivated land in the northern part of Yuyao City is generally higher than that in the southern part,with obvious spatial agglomeration characteristics.(2)Based on the geographically weighted regression model,the influencing factors and forming mechanism of the spatial distribution of cultivated land value in Yuyao City were analyzed.Flat terrain,high road accessibility,close proximity to market towns and abundant water resources have a positive impact on the value of cultivated land in the north of Yuyao City.Water supply reliability for yaojiang coastal plain area of cultivated land value and density of rural roads north of yuyao arable land value has had a best promoting effect,in the region should pay attention to how to ensure sustained high and stable yield for cultivated land,and implement appropriate rotation fallow policy to maintain the sustainable development of the reality of land use land.Complex mountainous terrain of southern low-value farmland,inadequate basic agricultural facilities,roads,water and cropping index has a negative impact on the value of farmland.(3)Based on the research and analysis of the spatial distribution difference of cultivated land value,policy suggestions were put forward based on the principles of the best comprehensive benefit,policy constraints,adaptation to local conditions and sustainable development.First,the implementation of land consolidation projects;Second,strengthen the research and popularization of agricultural technology;Third,to adjust the behavior of farmers;Fourth,we will continue to improve agriculture-related policies and systems. |
