Aquaculture insurance is not only an important means of preventing and resolving risks in the aquaculture industry,but also one of the important driving forces for the healthy development of the entire agricultural market.Since 2007,China has successively included various types of agricultural insurance as subsidies from the central government.In 2012,the existing subsidy area for agricultural insurance premium subsidies from the central government was expanded to the whole country.At the same time,local governments were allowed to carry out special agricultural insurance(financial insurance).Jin [2012] No.2).Since then,various regions have been actively exploring special agricultural insurance that is in line with local development,and aquaculture insurance has also appeared in various parts of the country in 2013,including Guangdong,Zhejiang,Anhui,Shanghai and Sichuan.And in accordance with the principle of "government guidance,market operation,independent voluntariness,and coordinated advancement",the pilot project will be promoted to the whole country.Different regions have adopted different aquaculture insurance business models and subsidy policies according to local conditions.The business models are analyzed and compared and summarized into three types: government-led commercial insurance model,government-supported mutual insurance model,and specialized agricultural policy insurance company.Moreover,there are also significant differences in the scope of the pilot program,the scope of protection,the objects of protection,and the subjects of risk-bearing.Insurance subsidy policies are also significantly different in terms of subsidy ratios and types of subsidies.Regarding the subjective performance of aquaculture insurance financial subsidies and the willingness to purchase insurance,this article takes aquaculture farmers in Xinjin and Dayi Districts of Chengdu,Sichuan Province as the research objects.This paper adopts the questionnaire survey method to evaluate the subjective performance level of the subsidy policy through the satisfaction survey of the the subsidy policy,and conducts an orderly probit model analysis of the variables that may affect the subjective performance of the aquaculture insurance financial subsidy policy and the willingness to purchase insurance.The results show that satisfaction with aquaculture insurance financial subsidy policy is at a medium-to-high level,but there is still room for improvement;the key variables that affect the subjective performance of aquaculture insurance financial subsidies include the sense of identity of insurance role,willingness to insure,satisfaction with the proportion of insurance financial subsidies,Satisfaction with subsidy methods,satisfaction with publicity efforts,and satisfaction with implementation;since the survey respondents have significant differences in their willingness to buy insurance before and after the financial subsidies for aquaculture insurance,they understand that the financial subsidy policies for aquaculture insurance can increase the willingness of aquaculture households to buy insurance,so the influencing factors were analyzed before and after the understanding,and it was found that before the understanding,only the identity of the role of aquaculture insurance and the understanding of the subsidy policy had a significant impact on it;after understanding the policy subsidy,the general satisfaction with the subsidy policy was added After the degree variable,the identity of insurance role and overall satisfaction have a significant impact on the willingness to purchase insurance after understanding the subsidy policy;change the overall satisfaction variable to satisfaction characteristics(ie subsidy ratio,subsidy method,publicity intensity,and satisfaction with implementation)After the variables,the proportion of subsidies,satisfaction with subsidy methods and satisfaction with implementation conditions all have a significant impact on the willingness to insure after understanding the financial subsidies for aquaculture.In view of the above conclusions,in order to protect and improve people’s livelihood,improve the subjective performance level of aquaculture insurance financial subsidy policy and the willingness to buy insurance,mobilize the enthusiasm of the majority of aquaculture households in breeding and insurance,and maximize the social effect,this article gives the following suggestions: First,Establish and improve aquaculture insurance financial subsidy performance evaluation system;secondly,improve aquaculture insurance and its financial subsidy policies,including strengthening the government’s guiding role,continuously improving business policies and terms,innovating and diversifying subsidy methods,and strengthening grassroots staff Team building;finally,increase the propaganda of aquaculture insurance and its financial subsidies. |
