The reform of the collective forest tenure system is closely related to the interests of forest farmers and has a direct impact on forestry production and management activities.It also plays a very important role in unlocking the potential of forest land and building a new socialist countryside.Jiangsu is a typical plain province.It has a forest situation that is very different from that of mountainous areas.The population density is high,the forest land is small and scattered.The reform of the collective forest tenure system in Jiangsu has adopted a reform model of equal share and average profit because of scattered and scattered forest conditions..Nowadays,the new round of forest tenure system reform in Jiangsu Province has gone through more than ten years.It is of great significance to arrange its actual situation,evaluate the performance of the forest tenure system reform,analyze the impact on the social economy and ecology,and discuss improvement measures.This study takes the policy effect in the reform process of collective forest rights system in Jiangsu Province as the research object,and uses a combination of theoretical analysis and empirical research.Based on the theoretical research on collective forest tenure reform,public policy effects,and property rights theory,using comparative analysis,questionnaire surveys,and in-depth interviews,taking Yancheng as an example,changes have been made to various aspects of the collective forest tenure reform before and after the reform.A study was conducted to examine the policy effects of the reform of the collective forest tenure system and the completion of the objectives of this forest tenure reform.The research results show that the reform of the collective forest tenure system in Jiangsu has increased the enthusiasm for social afforestation,increased forest resources and forestry output value,and improved the ecological environment.In the future,we should continue to deepen and improve the collective forest rights system reform policy in Jiangsu in terms of creating a good institutional environment,optimizing and perfecting the service system,and creating an open financing environment to maximize the ecological,economic,and social benefits of collective forests. |
