Analysis And Evaluation On Operation And Management Mode Of Rural Safe Drinking Water Projects In Zhijiang County Of Hubei Province

Drinking water safety is the basic demand of people’s life.Rural drinking water safety project is not only a kind of infrastructure project beneficial to the country and the people,but also an important task in poverty alleviation and building a well-off society in an all-round way.At present,the problem of rural drinking water safety in Zhijiang City has been basically solved,and various management modes are developing.However,how to ensure long-term operation,there are still many problems in operation and management to be solved.After consulting a large number of literature and interviewing experts and scholars,this paper carried out field research on rural drinking water project in Zhijiang City,found the existing problems in the operation and management at this stage,and summarized from many aspects from the perspective of management mode.This paper summarizes the characteristics and principles of the evaluation index system model established by the project,and makes it clear that the three existing operation and management modes of agricultural drinking water in Zhijiang City should be evaluated from the four influencing factors of the management mode.The evaluation index is divided into four criteria layer,which are organization management,quality control,risk control and sustainable development.This paper mainly uses the analytic hierarchy process to analyze the index system of management mode,calculate and determine the weight value of each index.In connection with the specific situation and management experience of rural drinking water project,through the long-term practical experience of experts on drinking water project,the scoring table is formulated.Then the analytic hierarchy process and comprehensive scoring method are used for the final evaluation.The application of the above research results to the evaluation and analysis of the operation and management mode of rural drinking water safety project in Zhijiang City is not only the test of the evaluation index itself,but also a new way to select the mode through the index evaluation.It has a very important practical significance to ensure the achievement of rural drinking water project benefits,long-term benign operation and sustainable development.Finally,this paper summarizes some improvement suggestions for the current project operation management measures.
