Strategic evaluation is one of the key links in the strategic management process.Establishing a scientific and effective enterprise strategic evaluation system is the core of enterprise strategic control.In practice,various methods can be used in strategic evaluation.The Balanced Scorecard is a strategic evaluation tool for visualizing and dynamically evaluating the cause-effect relationships of organizational strategic elements.It is not only a strategic evaluation system based on strategic control,but also the cornerstone of strategic management system.Founded in 1958,DS Design Institute is a university-based design institute,which has unique characteristics of the industry-academia-research integration and assumes an indispensable role in DS University.In this thesis,the strategic evaluation case of DS Design Institute is taken as the research object.Based on the present situation of enterprise strategic management process,It is found that the results of strategic implementation has not achieved its strategic goals and actually run counter to the strategic goals.To seek out the problems and reasons in the process of its strategic management,the author finds that the strategic evaluation link in DS Design Institute is missing through document analysis,questionnaires,interviews and other research methods,and further probes into the reasons for the lack of strategic evaluation link.On the one hand,it does not have a full-time strategic evaluation management department to be responsible for organizing and implementing strategic evaluation and monitoring the implementation of the strategy.On the other hand,its strategic evaluation system lacks a set of scientific and systematic strategic evaluation tools.This thesis constructs the strategic evaluation system of DS Design Institute based on the Balanced Scorecard to cope with the missing strategic evaluation link in DS Design Institute.Firstly,the Balanced Scorecard is employed as a tool to decompose the strategic objectives according to the strategy of DS Design Institute.Secondly,the strategic evaluation index of DS Design Institute is decomposed based on the strategic map.In addition,the target value and weight of the strategic evaluation index are further identified by the expert evaluation method,thereby constructing the strategic evaluation of DS Design Institute.Thirdly,by decomposing the strategic index tree layer by layer,the strategic evaluation index of its departments is decomposed,and the strategic evaluation of its departments is constructed to ensure the implementation of the strategy within the departments.Finally,to ensure the implementation of strategic evaluation,it is necessary to establish measures matching with the strategic evaluation system,set up strategic evaluation management departments,strengthen the training of strategic evaluation tools,construct strategic evaluation information system,reinforce the coordination between strategic evaluation and human resource management system,etc.,and form a mechanism of pulling,incentive and constraint to facilitate the smooth implementation and advancement of strategic evaluation.
