Study On The Fixed Assets Management Of Power Grid Enterprises Under New Electricity Reform-take C Electric Power Supply Company For Example

It has been the second electricity price supervision cycle since the country started a new round of power system reform from 2015,every power reform measures have been deepened and a brand new power market price formation mechanism has been established.Earning the purchase and sales price difference which was the original profit mode of power grid enterprises has been replaced by a new income verification mode from the government which is called “permitted costs + permitted incomes”.The fixed assets are becoming the key of approving permitted costs and permitted incomes.Now,there is a question for the power grid enterprises: what should they do to response to the power system reform and how to improve fixed assets management level as the asset-heavy industry which is the major influences upon the national welfare and people ’s livelihood.By using the methods of policy research and case analysis,this paper takes electric power supply company of C city for example to study on the fixed assets management of power grid enterprises under new electricity reform and found out three aspects of general issues.Firstly the internal cooperation is not fully in asset management mechanism.Secondly,there is a mismatch between ideas of fixed assets management and the requirements of power reform measures,Thirdly,information asymmetry cause the fixed assets management process inefficiently and so on.Combined with the management theories of Life Cycle Asset Management,this paper discussed the improvements of fixed asset management by C electric power supply company.Like establishing and improving the asset management mechanism,carrying out the management theories of Life Cycle Asset Management,building multidimensional control system of fixed assets etc.Finally,it looks forward to the existing deficiencies of current fixed assets management,including the different developing ways of power grid enterprises’ marketing business,lean management of Single Asset ID,.The research based on the present situations of C electric power supply company’s fixed assets management under new electricity reform and analysis the reason why these issues come.Then putting forward well-directed measures to improve the fixed assets management which has certain reference value and significance for peers or similar enterprises to develop fixed assets management.
