With the rise of the current scientific and technological revolution and industrial revolution, the new energy vehicle industry is ushering in a new stage of development, which helps to deal with global environmental problems, reduce greenhouse gas emissions and inject new vitality into economic growth. However, there are still many problems in the development of China’s new energy vehicle industry, such as insufficient R&D and weak scientific and technological innovation ability. For the new energy vehicle industry, continuous R&D activities are the premise of its development.Due to the characteristics of risk, publicity and externality of R&D investment, enterprises will be subject to various restrictions or unwilling to carry out R&D activities, this will not be conducive to the development of the new energy vehicle industry.Tax incentives,as a means of support, have played an important role in the development of the new energy vehicle industry, helping enterprises to improve the enthusiasm of R&D investment. The analysis of the promotion effect of tax incentives is crucial to the development of the industry, and relevant research conclusions are of practical significance.Taking the new energy vehicle industry as the research object, this paper analyzes the promotion effect of tax preference on its R&D investment, and puts forward corresponding policy suggestions based on theory, influence mechanism, current situation and empirical analysis.Firstly,it analyzes the development background of the current new energy vehicle industry, and explains the theoretical and practical significance of this paper. At the same time,it demonstrates the importance of tax preference for technological innovation from three aspects: market failure theory, endogenous economic growth theory and sustainable development theory.Secondly, according to the cost, income, risk and personnel, this paper discusses how tax preference affects the R&D investment of enterprises, and puts forward the corresponding research hypotheses according to the mechanism analysis, including the basic hypotheses and three hypotheses about the heterogeneity of enterprises.Through the comparative analysis of data, research the new energy vehicle industry in the current R&D investment problems, and summarize the industry industry’s relevant preferential policies and shortcomings.Thirdly, taking the data of listed companies of new energy vehicles from 2012 to 2020 as the research sample, explanatory variables were defined as income tax preference and turnover tax burden, and explanatory variables were defined as r&d investment amount, and empirical regression analysis was conducted. In the fundamental regression, only income tax had a positive effect on R&D activity, while the turnover tax preference basically did not play a role in promoting enterprise R&D investment. This conclusion is consistent with the research hypothesis. In the heterogeneity analysis, according to the differences of enterprise ownership, enterprise scale and enterprise financing constraints, the regression analysis is carried out for the three cases respectively. The research shows that for different types of enterprises, the impact of tax preference on Enterprise R&D investment is also different. Finally, according to the empirical research conclusions and theoretical analysis, the paper puts forward some suggestions from the aspects of preferential tax policies and relevant supporting measures to help increase the R&D investment in the new energy vehicle industry and promote the sustainable development of the new energy vehicle industry.
