| As the largest producer of refined lead in the world,the consumption of refined lead in China is also the first in the world,and the consumption of lead in lead-acid batteries accounts for more than 75% of the total lead consumption.With the development of the concept of environmental protection,the number of new energy vehicles and electric bicycles in our country has been increasing steadily year by year,followed by more than 3 million tons of waste lead-acid batteries.The proportion of lead resources in lead-acid batteries is 60%-64%,so in an ideal state,2 million tons of recycled lead can be extracted from waste lead-acid batteries every year,the recovery efficiency has not yet reached the ideal state.First of all,through the relevant theoretical concepts to lay the theoretical foundation of the article,based on the analysis of the main sources of waste lead-acid batteries and the application of EPR system in waste lead-acid batteries,the existing problems in the recycling of waste lead-acid batteries in China are analyzed,such as the wide distribution of sources,the main market position of informal recycling,and the imperfection of relevant laws and regulations.Secondly,the fuzzy comprehensive evaluation method combined with triangular fuzzy number is used to evaluate and select the three recovery models of waste leadacid battery,which are producer recovery,third-party recovery and combined recovery,the third-party recovery model is more suitable for the recovery of waste lead-acid batteries according to the order of the optimal solution distance.Based on the generalized EPR system,the extended scope of producer responsibility is proposed to optimize the logistics system.Finally,based on the phenomenon that the subject of informal recycling occupies a dominant position,through constructing the evolutionary game model between the government and the informal subjects,the paper concludes that the government’s longterm effective supervision and moderate subsidy can guide the formalization of the informal subjects,in order to promote the positive effect of EPR system on the recycling of waste lead-acid batteries,the government and relevant departments should take the social responsibility,and put forward relevant strategies to optimize the recycling supervision system of waste lead-acid batteries. |
