Research On Strategy-oriented Comprehensive Budget Management

The long-term development goals according to the internal resources and external environment which involved in the business development are the strategic goals of the enterprise.It will play a guiding role in the future development of the enterprise,which has great significance to it.As a comprehensive management tool,comprehensive budget management can reasonably allocate resources,significantly improve the level of enterprise operation and management,and help enterprises strengthen risk control in the process of operation and development.Therefore,it was gotten focus in the theoretical research and practical application.The comprehensive budget management under strategic guidance is to integrate the strategic goals into the enterprise’s comprehensive budget management system.Focusing on the logical starting point of business strategy,then from the initial strategic budget target preparation to budget evaluation and incentive and all other processes are implementing the strategic policy of enterprise’s development.This paper focuses on the strategic perspective and takes EF company as an example to carry out an in-depth study on its comprehensive budget management.Firstly,discuss the background and significance of this study,and briefly reviewed the present research situation domestic and overseas.Then confirmed the research content and methods of this paper,comprehensively tease out relevant concepts and theoretical basis.Secondly,taking the example of EF company,an electric power equipment manufacturing enterprise,By using the method of questionnaire survey,in-depth analysis of the company’s budget management status quo,summed up the main problems,which involving five aspects.Strategic planning and budget management are out of sync,responsibilities of the budget organization system are not clear,Setting of budget index is not scientific,implementation of the budget was not effective and budget evaluation is a mere formality.The reasons for the existence of these problems were analyzed.Mainly due to the lack of understanding of budget management by senior executives,lack of attention on strategy-oriented comprehensive budget management,not recognizing the importance of non-financial indexes,lack of guidance on staff budgeting and lack of scientific budget assessment mechanism.Finally,this paper puts forward the implementation steps on strategy-oriented comprehensive budget management of EF company.Mainly through the budget target,budgeting,budget implementation,budget assessment and the supporting measure to carry out.Firstly,determine the strategic objectives of the company,then put forward to establish a good strategy-oriented comprehensive budget management consciousness,put forward suggestions on the implemented steps of EF company’s comprehensive budget management in the budget preparation,implementation and control,assessment and evaluation.And propose the supporting measure from three aspects of organizational mechanism,technical culture and internal audit to the EF company strategy-oriented comprehensive budget management.Finally,evaluate the effect of the optimum proposal by stages.It is hoped that those problems in the process of comprehensive budget management of EF company can be solved through the optimization of comprehensive budget management in this paper.The link between corporate strategy and comprehensive budget management can be strengthened.The efficiency of comprehensive budget management can be significantly improved.To ensure the implementation of its various developing strategies.At the same time,it can provide reference for other enterprises in the industry and promote the long-term and stable development of China’s comprehensive budget management.
