Research On Paramilitary Management Of Navigation Specialty In Higher Vocational Colleges

The ocean is a strategic resource base for human beings to achieve sustainable development,and it has also become an important factor affecting national strategic security.With the further development of economic globalization,shipping industry will play a more prominent role in economic development and social progress.Navigation education is an important part of China’s education system.It undertakes the important mission of training navigation professionals for shipping power and ocean power.It plays a fundamental,overall and leading role in the development of the shipping industry.Navigation education is of great strategic significance to the development and utilization of the ocean,the consolidation of coastal defense,and the safeguarding of national marine rights and interests.Therefore,how to train these high-quality navigation professionals who can adapt to the strategic needs of the national marine power and meet the requirements of the new STCW convention with international competitiveness,and provide strong personnel support for the marine power,has become the urgent task and the top priority of China’s maritime colleges under the new situation.On the one hand,the paramilitarized management of navigation profession plays an important role in training high-quality professionals who can meet the requirements of international shipping industry and National Maritime power.On the other hand,the paramilitary management mode of Higher Vocational navigation colleges lags behind,lacks innovation,and has certain difficulties.This paper reviews the military management mode of world-renowned Maritime Universities and the historical process of the paramilitary management of China’s maritime universities.On the basis of an objective analysis of the status quo,existing problems and causes of the paramilitary management of three higher vocational maritime colleges in Fujian Province,the paramilitary management of maritime majors in higher vocational colleges is carried out.Through rational and innovative thinking,this paper further puts forward the paramilitary management mode of "one body,two wings" Vocational Navigation specialty.Combining with the practice of students’ management in Higher Vocational colleges,this model puts forward the structure of multi-party participation of military,University and enterprise in students’ paramilitary management,which is not only of great theoretical significance,but also of great practical significance.Theoretically speaking,it provides theoretical support for the maritime majors in Higher Vocational Colleges to think about and explore the optimization of paramilitary management mode around the characteristics of Higher Vocational education.Practically speaking,it is helpful for higher vocational navigation colleges to further integrate higher vocational characteristics and professional characteristics,innovate mechanism,keep pace with the times,improve the training quality of students majoring in navigation,and help Higher Vocational Navigation students to improve their professional spirit,humanistic quality,patriotism,national defense awareness and obedience consciousness.Mastering certain maritime military skills and knowledge is helpful to help students of Higher Vocational Navigation Majors straighten up their learning attitude,clarify their responsibilities,and consciously form a good style of study.
