The world today is undergoing profound changes unseen in a century,a series of western countries’ behavior of "breaking contracts and withdrawing from groups" has led to the adverse flow of economic globalization,traditional international circulation has weakened markedly,the shipping industry is the first to bear the brunt.With the change of the world pattern and the deepening of the national overall security concept,to ensure the safety of water traffic has been from the traditional level of safety production,to national economic security and strategic security,this has further enriched the scope of duties of the maritime sector,for the maritime sector planning reform and development to provide unprecedented opportunities.The vessel traffic service center is located in the coastal waters and main river trunk lines of China’s maritime departments,important functional departments that perform water traffic safety supervision and Marine environmental protection in waters under the jurisdiction of the central government,it is of great significance to water safety,economic development and ecological protection.The vessel traffic service center operators are specifically responsible for the use of radar,automatic ship identification system,very high frequency and other modern scientific and technological means,implement 24-hour remote monitoring and duty on the ships under the jurisdiction grasp the navigation dynamics and all kinds of navigation information in real time,they are important force to ensure the normal,standard and efficient operation of the ship traffic management center.By December 2020,there are 1400 VTS duty officers in public service establishment in China,accounting for 7.5%of the total establishment of directly affiliated maritime systems.Due to the poor working environment,serious noise and radiation,low pay of night shift,few communication opportunities and other reasons,it is particularly important to study the incentive strategies for VTS shift workers,which lead to the low enthusiasm of shift workers,poor career development prospects,serious brain drain and other problems.On the basis of reading a large amount of literature,this paper will select Dalian VTS Center as the research target,take the construction and operation of the on-duty incentive mechanism of Dalian VTS Center as the research object,adopt the method of literature research,firstly,the research foundation of the incentive problem of ship traffic service watchman is expounded,questionnaire survey and individual interview,and apply the theory of new public management and relevant theories of psychology,analyzes the current policy on the incentive mechanism of civil servants and the characteristics of duty officer position in Dalian VTS Center.Based on the actual situation of Dalian VTS Center,in combination with the duty conditions,post responsibilities,supervision and management,personnel training and post particularity of the duty officers of Dalian VTS Center,the problems faced in the actual operation were summarized.Meanwhile,the problems found were studied and analyzed to find solutions to the problems,and countermeasures and suggestions were proposed to improve the incentive mechanism of the duty officers of Dalian VTS Center.
