The Parking Planning Strategy Of Baoding City Based On Traffic Demand Management

With the development of social economy and the improvement of urban residents’ income level,the number of urban motor vehicles in China is increasing continuously,which has brought various problems.For example,taking up more and more urban development space has brought great pressure to urban roads and public transportation.Facing the current situation of urban parking development,how to supply urban parking facilities scientifically and reasonably guide parking demand is the key problem to be solved in urban management.This paper takes Baoding parking planning issues as the research object,discusses the development trend of urban parking,and puts forward the planning objectives,construction paths and specific measures of parking facilities in Baoding based on traffic demand management,so as to promote the green travel of the city and implement the requirements of low-carbon transportation.This paper analyzes the urban parking demand management strategy,combing the experience of urban parking planning.Guided by the development background and relevant policies of urban motor vehicles in China,the connotation and methods of traffic demand management are analyzed,and the planning objectives of parking system based on traffic demand management are clarified;meanwhile,through the analysis of parking demand management and parking system planning of different cities in China,the valuable experience and existing problems of each city in traffic demand management are sorted out.This paper analyzes the parking conditions and the use characteristics of parking facilities in Baoding,and studies the influencing factors and formation mechanism of parking problems.Based on the analysis of parking census data in Baoding City,combined with the traffic survey carried out in Baoding City,the statistical data of relevant departments are consulted,and the change characteristics of traffic travel structure,traffic travel intensity and travel time distance are analyzed by using big data analysis method.The traffic supply of main urban area is analyzed from road network capacity,public transport development level and parking facilities status It also analyzes parking characteristics,parking facilities utilization efficiency,parking supply and demand,sorts out parking related policies,analyzes parking management authority,and combs the problems in the whole process of traffic behavior,i.e.source traffic generation,process traffic operation and terminal static traffic management,and puts forward the system problems of parking in the main urban area.Based on the classification of current problems,and the idea of traffic demand management,this paper puts forward strategies from three aspects:optimizing traffic generation,highlighting green traffic travel guidance and focusing on parking system optimization.In terms of traffic generation optimization,the paper puts forward the optimization of spatial structure from the urban level,compound land use at the land use level,and source control at the vehicle management level to reduce the demand for car travel.The green travel leading strategy proposes to build a perfect public transport system,change the concept of road planning and design,and strengthen the control of car travel.On the one hand,it increases the choice of travel mode and diverts the car traffic,on the other hand,it moderately restricts the car travel,so as to urge residents to change their travel mode.The demand management strategy of parking system optimization mainly includes building perfect parking management system and mechanism,parking management collaborative policy,building intelligent parking system,and forming parking management system with perfect mechanism,policy coordination,wisdom and efficiency.
