In March 2015,"Several Opinions on Further Deepening the Reform of the Electric Power System"(Found [2015]9)was issued,which started a new round of power market reform in China.With the continuous progress of the market reform on both sides of the purchase and sale of electricity,some questions will all become new challenges,like how to balance the planning and the marketing parts in this reform,and how to gradually promote all power tradable,as well as how to protect the rights and interests of users who choose to not participate in the market.This paper first introduces the progress of the domestic power market reform in recent years.Taking the market operation in Guangdong as an example,the paper introduces the market organization and the problems during the operation.It shows that the reform of power market should aim at the overall opening,and the reform of selling side will play an important role in this process.Then this paper analyzes the domestic and foreign market rules on default service,and compared them with last resort service.Based on the reality of China’s power market opening,this paper then divides the opening process of China’s power market into three key stages,and formulates the rules of default service as well as strategies of its providers respectively.In particular,the paper proposes that,at the early stage of full market opening,it is suggested that the power supply of new customers entering the market should be taken as a special form of default service,which should be provided by an independent retailer subordinate to the power utilities.On the basis of the above research,this paper establishes a general model of electricity purchase and sale by default service provider according to the trading rules of Guangdong power market.Taking the conditional value at risk as the measurement index and considering the risk aversion coefficient,the electricity purchase and sale model is transformed into the utility decision model of the default service provider.Then,based on the actual data of Guangdong power market,this paper studies the purchase and sale strategies of default service providers in specific market conditions,judges whether they can recover costs through the construction of purchase and sale strategies,and puts forward relevant suggestions on service development or market rule formulation.Based on the gradual progress of power market reform,this paper provides some suggestions for the establishment of the default service in China’s power market,and proves the effectiveness and feasibility of the rule design through the empirical study of the purchase and sale strategy of the default service provider.
