In order to conform to the historical trend of globalization and integrate economic elements and development resources,China has signed the regional comprehensive economic partnership agreement(RCEP)with 14 countries, which will inject a booster into economic globalization. To build a high-quality industrial chain supply chain among RCEP member countries,it is necessary to provide strong support for a safe and stable transportation and logistics strategic channel.RCEP member countries cover parts of Eurasia and the Pacific, and rail sea intermodal transport is the most suitable cooperation link to connect countries. At present, rail sea intermodal transport still takes point-to-point as the main organization mode.In order to upgrade in the direction of low cost, high stability and convenient circulation, rail sea intermodal transport needs to upgrade to network organization mode, and then build container rail sea intermodal transport logistics network. Its reasonable structure will be of great significance to maintain the stability and security of regional supply chain. As an important part of container logistics network, empty container transportation needs to consider the mixed transportation of empty and heavy containers. Therefore,it is of great significance to study the optimization of container rail sea intermodal logistics network considering the mixed transportation of empty and heavy containers.By means of data sorting,on-site investigation, etc.,a systematic analysis and research on the optimization of the container-rail-sea combined transportation logistics network considering the mixed transportation of empty and heavy containers was carried out.The main work is as follows.(1)Analyzed the three aspects of the concept, organization mode, and composition of the container-rail-sea intermodal logistics network, analyzed the necessity of the mixed transportation of empty and heavy containers to optimize the research of the container-rail-sea intermodal logistics network, and clarified the core of the research in this paper. The goal is to determine the number, location, and empty container service assignment plan of some logistics nodes in the network.(2)Considering the discount of transportation rate as the line flow increases, the main research is the joint optimization problem of transportation path and location-allocation.This paper divides the location-allocation problem into two steps, and firstly constructs Single-cycle empty and heavy container transportation path optimization model(SLECTRO),genetic algorithm is designed for model solving, and SLECTRO is used as the lower model to build a multi-cycle rail-sea intermodal container distribution center location and container transportation route optimization double-layer model(MCDCLATRO),Designed a monkey swarm algorithm for model solving.(3)Take China’s 22 capitals or municipalities directly under the Central Government,9 port cities, and 13 major port cities of the RCEP Agreement member states as node cities, and carry out specific plan design on a logistics network composed of existing railway passages and shipping passages. The MATLAB software solves the problem that when there are 2 container distribution centers and the overall network cost is the smallest when they are located in Chongqing and Zhengzhou, the optimal result of saving 910 million yuan compared with no container distribution center, verifies the effectiveness of the model. And analyzed the results.
