In recent years,with the continuous improvement of China’s country economic level,the high-speed railway has gradually entered the daily lives of people.People’s recognition of the high-speed railway is accelerating.At the same time,there are more factors involved in fast the operation speed,large the number of opening lines,and operational organization.Therefore,the safe operation of the high-speed train is particularly important,and it also places high demands on researchers.The high-speed railway dispatching command system is the most important part of guaranteeing the operation of the high-speed train.It is an important guarantee for the operation of high-speed train and the organization of daily train operations.The internal structure of the high-speed railway dispatching command system is relatively complicated,and it is constructed by multiple levels and multiple subsystems.In order to effectively guarantee the safe and stable operation of the high-speed railway dispatching command system.It is necessary to carry out relevant analysis on the safety of the system,and find out the key parts of the system that are closely related to safety,especially the weaker links.Simultaneously,the potential safety hazards caused by weak links should be improved to the safety of the entire system.Based on the relevant analysis of the requirements and characteristics of the high-speed railway dispatching command system,this article starts from the actual daily work activities of the high-speed railway dispatching of the railway bureau’s dispatching station.This paper proposes an innovative evaluation model,which compares and analyzes different safety evaluation methods,and conducts a combination of innovative evaluation methods to adapt to the safety evaluation of the high-speed railway dispatching command system.Firstly,through the use of Analytic Hierarchy Process(AHP)and fuzzy comprehensive evaluation method to combine the evaluation analysis to conduct a longitudinal comprehensive evaluation of the safety of a railway operating company’s dispatching command system to produce a clearer evaluation result;Secondly,using the combination of the structural entropy method and the TOPSIS method to carry out a combined evaluation attempt,the safety horizontal evaluation analysis and ranking of the various factors affecting the high-speed railway dispatching command system of the different subsidiaries of the China National Railway Group Corporation.Thirdly,through horizontal evaluation analysis and longitudinal evaluation analysis,a more comprehensive evaluation and research on the safety of the high-speed railway dispatching command system is carried out,and then the current security status of the specific dispatching command system is obtained.Finally,according to different analysis and research results,reasonable suggestions and measures are put forward.(1)Starting from the actual operation of the high-speed railway,analyze and summarize its characteristics,research the relevant technical characteristics and special requirements of the high-speed railway dispatching command system;analyze and research its horizontal structure and management level;and the different safety evaluation theory systems used in the field are analyzed and discussed,and they are sorted and summarized.(2)In-depth study of safety risk identification and safety risk management issues,through the analysis and summary of multiple accidents caused by the high-speed railway in my country in recent years.Combining with the characteristics of safety risk management,to find the dangerous factors that may have an impact on the high-speed railway dispatching command system.These risk factors are divided into four aspects:personnel,equipment,environment,and management.On this basis,an evaluation module is constructed to find out many evaluation factors that may be involved in the scheduling production process,and establish a corresponding evaluation index set.(3)According to the evaluation index set,make relevant summaries.Combining the characteristics of the listed methods and the corresponding requirements for the safety analysis of the high-speed railway dispatching command system,a comprehensive analysis is carried out;AHP and the fuzzy comprehensive evaluation method are determined to be used for longitudinal evaluation.Select the structural entropy method and the TOPSIS method for horizontal evaluation;try to combine four evaluation methods to analyze the feasibility of the high-speed railway dispatching command system,and discuss the theoretical principles of the four evaluation methods and the rationality and effectiveness of the combination.(4)Carrying out case analysis: Empirical research is carried out by taking the dispatching command system(vertical)of a certain railway operating subsidiary and the dispatching command system(horizontal)of each railway operating subsidiary of the whole railway as examples.The safety evaluation system of the high-speed railway dispatching command system is constructed with the combined evaluation method proposed in this paper.The analytic hierarchy process determines the weights and obtains the longitudinal evaluation results through fuzzy comprehensive evaluation intervention analysis;through TOPSIS intervention analysis,the entropy weight method determines the weights and obtains the horizontal evaluation results;the optimization processing of the subjective factors of AHP and the objective factors of entropy method is carried out,and the TOPSIS method is used for sorting.Based on the above research process,a more comprehensive evaluation result is obtained,and corresponding correction suggestions are put forward.It is expected to provide a more reasonable and complete evaluation system for the high-speed railway dispatching command system of our country in the field of safety evaluation.
