Study On The Holistic Strategy Of Secondary Rivers Rectification In Chongqing

The national and Chongqing development strategies at various levels have put forward higher requirements for urban ecology.However,the current theory and practice mostly focus on "two rivers" and "four mountains",while the attention to secondary rivers is weak.However,secondary rivers are scattered all over the main city.They penetrate into the daily life of residents like a net.They are also closely related to urban development and play an important role in improving the quality of the city.Since2000,comprehensive regulation of secondary rivers has been carried out on a large scale in Chongqing,and the situation has improved to a certain extent,basically eliminating the black and odor of the water body,but they have not reached the expected goal.Based on this,this paper takes the secondary rivers of the main city of Chongqing as the research object.From the perspective of holistic view,from the perspective of promoting the overall development of the city,releasing the comprehensive value of the secondary rivers,and realizing the goal of “six waters”,at the macro level The rectification strategy of the secondary rivers is expected to provide new ideas and methods for Chongqing to get rid of the current dilemma of secondary rivers.The main contents of this paper are as follows:(1)Re-judge the value of the secondary river in the main city of Chongqing.Through systematic review of 40 secondary rivers in Chongqing’s main city and key surveys of 10 rivers,it is found that secondary rivers have scarce urban canyon landscapes and form a systematic canyon landscape network with other rivers.On this basis,the ecological,landscape and social values of the secondary rivers were re-evaluated.(2)The root cause of the secondary river rectification in Chongqing’s main city can not be achieved.Through the on-the-spot investigation of 10 secondary rivers and the classification of documents on secondary river remediation issued by more than 50 municipal and district governments in recent years,information on remediation projects,etc.,to clarify the focus of current remediation measures,and conclude The current problems in the secondary river remediation measures-three "fragmentation";through the past ten years,the municipal and district governments involved in the secondary river remediation documents and remediation projects to clarify the focus of current remediation measures.Then comprehensively analyze the three “fragmentation”problems and the value of the secondary rivers,and analyze the root causes of the current secondary river remediation problems: the overall view is missing!(3)Propose strategies to address the above key issues.Introducing the perspective of holistic view,and analyzing the transformation of secondary river remediation ideas from the perspective of holistic view,trying to establish a holistic view of secondary river remediation in Chongqing’s main city: clearly to restore the ecological environment and maintain flooding capacity as the basic criterion,through rivers and Coordination between rivers,river water body and green belt along the line,construction land,multi-sectoral,multi-disciplinary integration to release the ecological,resource and service value of secondary rivers,to achieve the "six waters".On this basis,based on the characteristics and current situation of the secondary rivers in the main city of Chongqing,the paper proposes “the construction of a water landscape system that highlights the landscape characteristics of the waterfalls” and “the overall space design along the secondary rivers that carry out the ’water and land pooling’”.The three aspects of ’multi-disciplinary cross-cooperation,multi-sectoral coordination and work guarantee mechanism’ have been formed.The author studies the above theoretical research by taking the Changsheng River in the Chongqing Tea Garden New District as an example.
